Social security is a pillar of sustainable development.

The documents of the 14th National Congress of the Communist Party of Vietnam clearly and consistently established the viewpoint on national development in the new period, in which social policies and social security are placed at the center of the strategy for rapid and sustainable development. The resolution emphasizes the requirement that development must ensure inclusiveness, fairness, efficiency, and sustainability; economic growth must not be separated from social progress, social justice, and environmental protection; and all policies and guidelines must ultimately aim at continuously improving the material and spiritual lives and happiness of the people.

This overarching spirit reflects a new development in the Party's leadership thinking, affirming that social security is not merely a humanitarian support area, but a crucial pillar of sustainable development, a measure of the superior nature of the regime and the effectiveness of leadership and management at each level and in each locality.

Deeply understanding the spirit of the Resolution of the 14th Party Congress, the Party Committee and People's Committee of Thu Lam commune clearly define that social security is not a situational task, nor is it limited to individual relief or support activities, but rather a regular, long-term political task that must be placed within the overall socio-economic development strategy of the locality. All development programs and plans must be linked to the goal of ensuring and improving the quality of life for the people, with the people as the center, the subject, and the beneficiary of the development process.

According to Pham Trong La, Chairman of the People's Committee of Thu Lam commune, the commune identifies social welfare as the foundation for maintaining social stability, creating consensus among the people, and a prerequisite for promoting sustainable economic development. Economic development must be linked to caring for the people's lives; no citizen should be left behind in the development process.

In 2025, despite facing many difficulties and challenges, especially the requirement to reorganize and streamline the organizational structure according to the new model and the large workload, Thu Lam commune still prioritized resources for social welfare work. Policies to care for the lives of people with meritorious services, social welfare beneficiaries, poor households, and near-poor households were implemented seriously and synchronously; the review, approval, and payment process was carried out openly and transparently, ensuring that the right people received timely assistance, contributing to strengthening the people's trust in the local Party committee and government.

In particular, sustainable poverty reduction continues to be identified as a key task in the commune's social welfare policy. Instead of providing widespread, short-term support, the commune focuses on integrating poverty reduction policies with job creation, livelihood support, and enhancing people's self-reliance. The 2025 review results show that 10 out of 166 households in the commune have escaped near-poverty, exceeding the target set by the Commune People's Council, reflecting the initial effectiveness of this approach.

According to Pham Trong La, Chairman of the People's Committee of Thu Lam commune, the poverty reduction results achieved are not only reflected in the number of households escaping near-poverty, but more importantly, in the transformation in the awareness and will of the people. When people trust the policies and guidelines of the Party, the State, and the local government, they will proactively participate and work alongside the government in achieving development goals.

In line with the viewpoint of the Party's 14th National Congress Resolution on ensuring comprehensive and continuous social security, Thu Lam commune has concretized this through a plan to implement tasks before, during, and after the Lunar New Year of the Horse 2026, considering this a key content that clearly demonstrates the role and responsibility of the local government in caring for the people's lives.

Even before the Lunar New Year, the People's Committee of the commune issued Plan No. 236/KH-UBND, clearly defining the motto: Proactive - comprehensive, with the people at the center. Based on this, the commune focused on directing departments, units, villages, and residential groups to thoroughly review all policy beneficiaries, people with meritorious service, social welfare recipients, near-poor households, and families with difficult circumstances; organizing payments, visits, and Tet gift giving to ensure that the gifts were given to the right recipients, in a timely manner, clearly demonstrating the humanity and responsibility of the government towards the people.

Alongside direct support efforts, the commune is stepping up propaganda campaigns celebrating the Party and the Lunar New Year; organizing urban beautification and environmental sanitation to create a clean and beautiful landscape, contributing to improving the spiritual life of the people during Tet.

During the Tet holiday, Thu Lam commune strictly maintained a 24/7 duty roster for leaders and functional forces; proactively implemented plans to ensure political security, social order and safety, traffic safety, fire prevention and control, food safety, disease prevention and control, and the supply of electricity and water for daily life. These were important conditions for the people to celebrate Tet safely, joyfully, healthily, and economically.

In addition, the commune organizes cultural and commercial activities to serve the people. Typical examples include the 2026 Spring Flower Fair and the display and introduction of fine art wood products and traditional craft products. These activities not only meet the cultural and shopping needs during Tet (Lunar New Year), but also contribute to supporting the production and consumption of local products, creating additional income for the people, thereby linking social welfare with economic development.

Immediately after the Lunar New Year, the People's Committee of the commune focused on directing agencies and units to quickly stabilize their organizations, bringing administrative, production, business, and educational activities back to normal; and continuing to implement tasks to maintain urban order, environmental sanitation, and traffic safety. At the same time, the commune accelerated the implementation of socio-economic development programs and projects for 2026 from the very first days and months of the year, creating a vibrant atmosphere of emulation throughout the commune.

The synchronized implementation of tasks before, during, and after the Lunar New Year of the Horse 2026 shows that the social welfare work of Thu Lam commune is not passive or reactive, but is carried out in a planned, focused manner, closely linked to the task of socio-economic development and stabilizing people's lives.

Entering 2026 – the first year of implementing the Resolution of the Party Congress of Thu Lam commune for the 2025-2030 term – Thu Lam commune continues to identify social welfare as a pillar of development, serving as both a goal and a driving force for sustainable economic growth. Economic development creates resources for social welfare; at the same time, a solid social welfare system will strengthen the people's trust, creating a stable social foundation for successfully achieving development goals in the new phase.

Affirming this determination, Chairman of the People's Committee of Thu Lam commune, Pham Trong La, emphasized that in the coming period, the commune will continue to place the people at the center of all policies and guidelines. Social welfare is not only a task of care and support, but must also be closely linked to creating sustainable livelihoods, improving the quality of human resources, and developing the internal strengths of the people. Only when people's lives are secured and their trust is strengthened can socio-economic development goals be successfully and sustainably achieved.
