An Giang is accelerating digital transformation in administrative procedures, increasing the rate of online public service usage, and creating favorable conditions for people and businesses to carry out administrative procedures quickly, conveniently, and transparently.

The province's administrative procedure information system has completed the integration of 2,135 public services on the National Public Service Portal, including 1,102 fully online public services. This integration facilitates quick and convenient administrative procedures for organizations, individuals, and businesses. Many stages, from receiving and processing applications to payment and delivery of results, are carried out online without the need to visit public administrative service centers in person. Many procedures are performed entirely in a digital environment, without the use of paper documents, while effectively utilizing data from the National Population Database and other specialized databases.

To facilitate the reception and processing of administrative procedures, the province focuses on digitizing records and results of administrative procedure processing. This has created a shift in the work process of officials and civil servants, while also helping citizens and businesses access administrative services more quickly and conveniently. By the end of 2025, the province aims to achieve a 90.7% digitization rate for records; a 90.9% rate for issuing electronic results; and a 67.6% rate for exploiting and reusing digitized data. These figures demonstrate significant progress in digitizing processes and reusing data in the handling of administrative procedures.

Alongside the digitalization of procedures, the province is also strengthening connectivity and ensuring information security. Telecommunications infrastructure has been invested in, creating conditions for people to easily access digital services, even in remote areas. Currently, the province has 10,131 mobile communication base stations. 3G/4G coverage has reached 100% of communes, wards, and special zones, creating an important foundation for the synchronized deployment of digital services at the grassroots level. Building on this foundation, Viettel and VNPT's 5G mobile networks have been deployed in all commune-level administrative centers and many areas such as universities, hospitals, markets, and densely populated residential areas, contributing to improved access quality and serving the needs of people and businesses.

Saving time and travel costs, increasing transparency in administrative procedures, and enabling transactions from anywhere with an internet connection are practical benefits of online public services. This is also a key focus of the province's efforts to raise awareness and change the habits of citizens and businesses in using administrative services in the digital environment. The Provincial Public Administrative Service Center and the public administrative service centers at the commune level have established departments to assist citizens in submitting online applications, helping them access and use services conveniently.

According to Mr. Huynh Thanh Luong, Deputy Director of the Son Hai Commune Public Administrative Service Center, submitting applications online saves time and costs, increases transparency, and improves the quality of service provided by administrative agencies. Over the past period, the commune has actively promoted and guided people in using the service, helping them gradually access and benefit from the advantages of digital transformation. Currently, citizens and organizations can carry out procedures on the National Public Service Portal ( https://dichvucong.gov.vn ) using a level 2 VNeID electronic identification account; make fee payments (if any), track application processing progress, and receive results online, in person, or via public postal services.

The deployment of public digital signatures for citizens, with 94,447 digital signatures issued, reaching approximately 5% of the working-age population, has facilitated electronic transactions and online public services, contributing to shorter processing times compared to traditional methods.

Synchronizing infrastructure, perfecting institutions, enhancing operational capacity, and focusing on citizen experience continue to be key factors for the province to improve the efficiency of online public service delivery. With determination and synchronized implementation solutions, the rate of online applications in the province is increasing. By 2025, the province aims to reach over 85% of online applications. The quality of online public services is increasingly recognized and appreciated by citizens and businesses. Mr. Ho Thanh Tam, a resident of Rach Gia ward, shared: “Now, I can conveniently resolve administrative procedures from home using online public services. I hope that in the future, the province will continue to simplify the steps for carrying out procedures online so that people can use them more easily.”

In the coming period, the province will continue to upgrade the information system for handling administrative procedures, ensuring the smooth and efficient receipt and processing of online applications. Simultaneously, it will integrate and synchronously connect the data of the province's administrative procedure information system with the National Public Service Portal, ensuring accurate, complete, clean, and up-to-date data, thereby improving the quality of service for citizens and businesses. The province strives to increase the rate of online public services to 80%, while also increasing the rate of online applications, the rate of citizen and business usage, and satisfaction levels to 95% by 2026.
