The Prime Minister chaired the meeting of the Steering Committee on science, technology, innovation, digital transformation and Project 06

On the afternoon of September 24, Prime Minister Pham Minh Chinh and Deputy Prime Minister Nguyen Chi Dung chaired the fourth meeting of the Government's Steering Committee on science, technology, innovation, digital transformation and Project 06. At the Ca Mau province bridge, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Huynh Quoc Viet and Vice Chairman of the Provincial People's Committee Nguyen Minh Luan attended the meeting.

With the strong direction of the Politburo , the Government, ministries, branches and localities have actively and made efforts to deploy and complete 60 tasks in 2025 set out in Resolution 57-NQ/TW; focusing on four main pillars, creating a synchronous ecosystem for development, establishing a creative legal environment, building infrastructure, a solid data foundation and promoting digital transformation, developing an innovation ecosystem.

Developing science , technology, and innovation focuses on identifying 3 groups of products that need to be prioritized for deployment, including: Large language models and Vietnamese virtual assistants, AI cameras for processing at the edge, autonomous mobile robots; 5G mobile network systems and devices; blockchain network infrastructure and traceability application layers, and encrypted assets.

Digital infrastructure development has made great strides, with mobile and fixed internet speeds both rising sharply, entering the top 18 and top 13 in the world, respectively. The online public service system recorded 7.5 million records and transaction amounts of up to 1.5 trillion VND in less than two months. The digital economy has made significant contributions with many benefits for socio-economic development.

Regarding the implementation of Project 06, from July 1, 2024 to present, the Ministry of Public Security has issued 21.1 million ID cards to citizens; issued 748 certificates to people of Vietnamese origin whose nationality has not been determined and who are living in Vietnam. Coordinated with the Central Organizing Committee to deploy the process and procedures for changing Party membership; collected 5.2 million chip-embedded Party membership cards; printed 1.2 million cards.

The Ministry of Public Security has collected over 90 million electronic identification records, activated over 65 million accounts. Provided 48 utilities on VNeID, which have been well received by people with over 500 million visits. The national population database has connected with 15 ministries, branches, 01 state-owned enterprise (EVN), 03 telecommunications enterprises, 34 localities to clean data for units and enrich population data.

The work of receiving and handling administrative procedures under the 2-level local government model has gradually stabilized. From July 1, 2025 to September 10, 2025, the total number of online records received by 34 localities was more than 6.6 million administrative records, the on-time processing rate reached 91%; more than 3 million online payment transactions were made with a total amount of 1.7 trillion VND.

In addition to the achieved results, the meeting also frankly acknowledged and pointed out the "bottlenecks", difficulties and shortcomings in the digital transformation process in various fields to focus on discussing and proposing many solutions to overcome them in the coming time.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: In the context of many challenges and difficulties, we must take advantage of every day and every hour to apply science and technology, innovation and digital transformation into all activities, requiring great efforts and determination of the entire political system to effectively implement the assigned tasks.

Noting the 6 main groups of tasks that need to be completed in the coming time, Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on building databases of branches and levels, considering this an urgent issue, especially land and housing data with the spirit of correct, sufficient, clean, living, and unified shared use from the Central to the grassroots. Complete an open institution, serving development creation, serving the People.

The Prime Minister requested to complete digital transformation and create a shared, seamless infrastructure in the operation of two-level local governments; immediately overcome obstacles and bottlenecks, ensure smooth, synchronous, and connected operations from the grassroots to the central government and from one grassroots to another. Promote the "Digital Education for the People" movement to build a digital government, digital citizens, digital society, and develop a digital economy. Ensure information security and safety of databases anytime, anywhere. Complete tools to measure, monitor, and evaluate the results of ministries, branches, and localities in real time.
