(kontumtv.vn) – On the morning of December 29th, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on “summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient”, chaired the sixth meeting of the Steering Committee.
Also attending were Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Bui Thanh Son and the Ministers who are members of the Steering Committee.
At the meeting, the Steering Committee focused on reviewing its work; in particular, discussing the completion of the Government Party Committee's term and the establishment of a Government Party Committee directly under the Central Committee; the completion of the State Capital Management Committee's operations at enterprises; reviewing the internal restructuring targets of ministries, ministerial-level agencies, and government agencies; the regime and policies for officials, civil servants, and employees in the organizational restructuring; and the drafting of decrees stipulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies. The ministries, ministerial-level agencies, and government agencies subject to merger will be finalized after receiving feedback from the Central Steering Committee.
According to the Steering Committee, the restructuring of the political system's organizational apparatus has been urgently implemented by ministries, ministerial-level agencies, and government agencies, with the plans basically completed. Accordingly, the government apparatus is expected to be streamlined from 30 to 21 units, including: 13 ministries, 4 ministerial-level agencies, and 4 government agencies.
Ministries, ministerial-level agencies, and government agencies also reorganized their internal structures; linking organizational restructuring with downsizing, restructuring, and improving the quality of cadres, civil servants, and public employees; basically achieving the requirements and objectives. Accordingly, it is projected that 12 out of 13 General Departments and equivalents will be reduced; 500 departments and equivalents under ministries and general departments; 177 divisions under ministries and agencies; and 190 public service units will be eliminated.
Ministries, ministerial-level agencies, and government agencies have submitted and sought opinions on draft decrees stipulating functions, tasks, powers, and organizational structure. Meanwhile, 63 provinces and centrally-administered cities are also reorganizing their organizational structures vertically, corresponding to the government's restructuring.
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, acknowledged the high spirit and responsibility of the Steering Committee members, especially the Ministry of Interior – the Standing Agency of the Steering Committee and the Government Office; he requested that the opinions of the agencies be taken into account and that the relevant opinions be listened to, and that the documents be further refined before reporting to the Central Steering Committee and the Politburo.
Prime Minister Pham Minh Chinh requested continued review, adjustment, and supplementation based on evolving circumstances, adhering to the principle that the organizational structure must be streamlined, efficient, and effective; while simultaneously reducing and improving the quality of civil servants and public employees. In particular, the organizational restructuring must reduce intermediate steps and the number of departments, but without overlapping or neglecting functions, tasks, and powers.
Regarding the merger of several ministries, ministerial-level agencies, and government agencies, the Prime Minister requested further research and submission of appropriate options; simultaneously, while reorganizing the organizational structure and personnel, it is necessary to review and address existing internal issues within these units.
For ministries, ministerial-level agencies, and government agencies whose restructuring plans are "well-developed, clear, proven correct in practice, and supported by the majority," they should finalize the dossiers for submission to the competent authority for decision.
The dossier submitted to the competent authority must include a clear explanation of the relevant legal documents and related issues. The Prime Minister directed consideration of transferring some committees with organizational structures to the management of ministries; and continued improvement of regulations and policies for officials and civil servants during the organizational restructuring process, especially policies to encourage officials to work at the grassroots level.
Recognizing that reorganizing the administrative apparatus is a difficult task, the Prime Minister requested that members of the Steering Committee demonstrate a sense of responsibility, focus on implementation, and ensure progress and quality meet the requirements set forth.
