Prime Minister: Implementing "3 key initiatives, 3 strategic breakthroughs"

Reporting at a working session with the Prime Minister on the afternoon of November 11th, Mr. Do Minh Tuan, Chairman of the People's Committee of Thanh Hoa province, stated that from the beginning of the 19th Provincial Party Congress term to the present, the average annual growth rate of Thanh Hoa's Gross Regional Product (GRDP) (2021-2023) is estimated at 9.69%, ranking 5th nationwide.

The estimated GRDP in 2023 is over 279 trillion VND, 1.5 times higher than in 2020, ranking 8th nationwide. The estimated GRDP per capita in 2023 is 3,144 USD, 1.42 times higher than in 2020.

Annual state budget revenue consistently exceeds projections; total budget revenue for the period 2021-2023 is estimated at over 132 trillion VND, of which over 51 trillion VND was collected in 2022, ranking 9th nationwide; in the first 9 months of 2023, it is estimated at nearly 29,000 billion VND, equivalent to 81% of the projected figure.

Total social investment capital mobilized during the 2021-2023 period is estimated at over 409 trillion VND, 1.25 times higher than the 2016-2018 period; attracting 170 direct investment projects (including 22 FDI projects) with a total registered investment capital of nearly 38,000 billion VND and 214 million USD.

To date, Thanh Hoa province has 143 active FDI projects with a total registered investment capital of 14.7 billion USD, ranking first among the North Central provinces and eighth nationwide in attracting FDI.

Thanh Hoa province strives to become a new growth pole in the North of Vietnam by 2025, and a modern industrial province by 2030, with its people enjoying a higher standard of living than the national average.

During the meeting, Thanh Hoa province requested the Prime Minister to consider and resolve several issues related to attracting domestic and foreign investors to Thanh Hoa; to promptly issue guidelines on the procedures for allocating mineral mines for common construction materials to contractors for important transportation infrastructure projects; and to develop a plan and roadmap for investing in the second runway at Tho Xuan Airport according to the master plan.

In addition, Thanh Hoa province also proposed solutions to traffic bottlenecks, suggested investing in dredging the shipping channel into Nghi Son port, and applying a special mechanism for eco-tourism resort projects in Nhu Thanh district...

Following the proposals and recommendations from Thanh Hoa province, representatives from various ministries and agencies focused on analyzing and discussing them during the working session with the Prime Minister.

On behalf of the Government, Prime Minister Pham Minh Chinh commended the efforts and achievements of the Party Committee, government, military, and people of Thanh Hoa province, which have made a significant contribution to the overall achievements of the whole country.

The Prime Minister stated that in the coming period, there are still many issues that the province needs to strive for, be determined to prioritize, and act more decisively to contribute to achieving the goals set by the 13th National Congress of the Party and the Provincial Party Congress.

At the same time, the Prime Minister suggested that Thanh Hoa province, together with the central government, should implement the "3-pronged approach" and effectively carry out the "3 strategic breakthroughs".

Specifically, the "three key elements": Transparent mechanisms and policies; seamless infrastructure; and intelligent management and administration.

Focus on successfully implementing the "three strategic breakthroughs," which are breakthroughs in institutions, infrastructure, and human resources. Of these, the breakthrough in human resources should be the central focus, the subject, the goal, and the driving force for development.

The Prime Minister emphasized the need to strengthen decentralization and delegation of power in a clear, transparent, and easily supervised manner, with strict rewards and disciplinary measures; and to thoroughly reform administrative procedures.

Furthermore, localities need to strengthen their self-reliance and self-sufficiency, avoiding dependence and reliance on others; they should not be overly optimistic when things are favorable but also not pessimistic when things are unfavorable; and they should develop harmoniously between the economy, society, culture, social security, and social welfare.

Under no circumstances should we allow ourselves to be caught off guard or surprised in terms of national security and defense; we must strengthen Party building and the political system; and we must actively promote the fight against corruption and negative practices.

The head of the government suggested that Thanh Hoa province should review what has been achieved and what has not, clearly identify objective and subjective reasons, and focus on developing industrial zones to contribute to GDP growth.

In addition, it is necessary to create livelihoods for the people; improve the efficiency of public investment management; develop raw material areas, provide support in science and technology, provide capital support for businesses, reform administrative procedures to help businesses access land; and expand and diversify markets.

Regarding the proposals from Thanh Hoa province, based on the opinions of leaders from central ministries and agencies, the Prime Minister basically agreed with the resolution of the province's proposals, on the principle of ensuring compliance with legal regulations; creating a mechanism to facilitate and mobilize maximum resources for development.

The Prime Minister has assigned specific tasks to ministries and agencies to coordinate and resolve, within their authority, the proposals and recommendations of Thanh Hoa province.
