Prime Minister requests to reduce at least 20% of procedures and costs

Ministries and localities must reduce at least 20% of procedures and 20% of compliance costs related to investment, production and business, according to the Prime Minister's direction.

This directive was issued by Prime Minister Pham Minh Chinh today, in the context of the business community reflecting that administrative procedures are still barriers to production and business.

Accordingly, the Prime Minister requested Ministers and Chairmen of Provincial and Municipal People's Committees to review, simplify and reduce at least 20% of procedures and 20% of compliance costs related to investment, production, business and people's lives. The reduction plan must be submitted to the Prime Minister for approval before September 30.

"Only issue new administrative procedures when absolutely necessary to manage and adjust newly arising social relations," the Prime Minister requested.

Ministries and sectors increase decentralization and authorization in administrative procedures; provide public services in a "user-centered, avoiding formalities and movements" direction and propose solutions to socialize qualified public administrative services. Agencies also review to reduce at least 20% of internal administrative procedures to improve the efficiency of the apparatus.

The Prime Minister directed to strictly and publicly handle civil servants, public employees, and units that cause delays, especially those that create additional procedures and paperwork in handling procedures, and to put an end to the situation of shirking responsibility, not handling procedures, or prolonging the handling time.

The Ministry of Planning and Investment is assigned to review and submit to the Prime Minister a plan to reduce and simplify regulations and administrative procedures related to the implementation of investment projects and public investment. This report must be submitted to the Government in September.

The Ministry of Justice controls regulations and administrative procedures in legal documents. The Ministry of Home Affairs urges ministries, branches and localities to promote decentralization and delegation of power along with resource allocation; and increases supervision and inspection of state management between the Government, the Prime Minister, ministries, branches and local authorities.

Every quarter, the Government Office reports to the Prime Minister on the inspection of units implementing administrative procedure reduction.

Over the past two years, ministries have cut and simplified more than 2,200 business regulations in 177 legal documents. The Prime Minister approved a plan to cut and simplify more than 1,100 business-related regulations. More than 4,400 online public services are provided on the National Public Service Portal. By May this year, the number of administrative procedures nationwide was more than 6,420, a decrease of 376 procedures compared to the same period two years ago.

However, the 2022 Administrative Procedure Compliance Cost Index (APCI 2022) report surveyed 3,092 enterprises, showing that to carry out an administrative procedure in the land group, each enterprise had to spend an average of 32.2 hours, incurring direct costs of about 3.8 million VND.

According to businesses, administrative procedures still go through many intermediary levels, with corruption and negativity. This increases time and social costs and reduces management effectiveness.
