According to the decision dated September 3rd, the reduction saves 2.5 days compared to the current regulations. Currently, there are approximately 55.6 million driver's licenses for cars and motorcycles nationwide.
The procedures for initial vehicle registration for both domestically produced and imported vehicles will be conducted entirely online. The process of renewing or reissuing vehicle registration certificates and license plates, whether done online or in person, will receive a 30% discount on fees and charges, with results integrated into the VNeID application. Temporary vehicle registration will also be conducted entirely or partially online, with a 30% fee reduction.
In localities with sufficient marriage data, the government is allowing a pilot program to issue vehicle registration certificates and license plates when vehicle ownership changes through the public service portal, aiming to save costs and time for citizens.
The Prime Minister also decided to abolish the procedure for reissuing driving test licenses for type 1, 2, and 3 driving test centers in cases of damage, loss, or name changes. These licenses will be converted to electronic versions, and changes to the test center's name can be adjusted online.
