The Government Office issued Notice No. 341/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the National Online Conference to review the work in the first 6 months of 2025 and summarize the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
In the Announcement, the Prime Minister acknowledged and commended the efforts and results of the Prime Minister's Working Group, the National Steering Committee 389, the Working Groups of ministries, branches and localities during the peak month of fighting against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights. Thereby, it is necessary to draw experiences and lessons to build the Government's Action Plan on the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights into a long-term task, a regular and continuous work that must be done.
At the same time, the Prime Minister highly appreciated ministries, branches and localities for their timely leadership and direction. Some localities have closely coordinated with the Ministry of Public Security and functional forces to resolutely detect and handle smuggling and trading of counterfeit and poor-quality goods (Ninh Hiep market, La Phu market, Saigon Square Trade Center, etc.).

In the first 6 months of the year, units and localities handled more than 50,000 violations, collected more than 6,500 billion VND for the state budget, and prosecuted more than 1,800 cases with more than 3,200 subjects. Typically, on June 19, 2025, the Ministry of Public Security welcomed the prosecution of the case of manufacturing counterfeit milk powder in Hanoi. In the peak period from May 15, 2025 to June 15, 2025, more than 10,400 violations were handled, collected more than 1,200 billion VND for the state budget, and prosecuted more than 200 cases with 378 subjects.
The results showed that thanks to the drastic and timely direction of the leaders of the Party, State, Government, Prime Minister, National Steering Committee 389, directly by Deputy Prime Minister Bui Thanh Son - Head of National Steering Committee 389, and the participation of functional agencies.
However, through the report of the National Steering Committee 389, the opinions of ministries, branches, localities and functional agencies clearly show the shortcomings, limitations and inadequacies. In particular, the objective cause is that the work of building and perfecting institutions is not timely; the investment in facilities, means and finance for functional forces is still slow, not meeting practical needs.
The Prime Minister affirmed: It is forecasted that in the coming time, the situation of illegal transportation of goods across the border, fraud of origin, foreign goods with fake Vietnamese origin will continue to be complicated; there are still many subjects trading in smuggled goods, producing and trading counterfeit goods on an increasingly large scale; the situation of infringement of intellectual property rights is still common. Because we have been lax for a long time, we need to focus on leadership and direction with the goal of fighting, preventing, repelling and eliminating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
Accordingly, the Prime Minister's goals, orientations and guiding viewpoints are:
Continue to be steadfast and persistent with the goal: "Resolutely prevent, fight, stop, repel, and eventually end and wipe out smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights, especially "declare uncompromising war" on counterfeit drugs and fake food to protect the health, lives, rights, and legitimate interests of the people and businesses; protect the security and health safety of the people, and contribute to serving the country's rapid and sustainable development".
Combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement must be identified as a central, long-term, and regular task, requiring continued mobilization of the entire political system, the People, and businesses. In particular, it is necessary to promptly and resolutely eradicate, uncompromisingly, resolutely fight, and wipe out all types of crimes of manufacturing, circulating, trading, and selling counterfeit drugs and fake foods. These are groups of goods that directly affect and seriously harm the health and lives of the People.
According to the Prime Minister, the people must be the center of protection and the main subject of the struggle, and the strength of the people must be mobilized to form a movement. Launching the movement "each citizen is a soldier on the front line against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights"; at the same time, "each citizen must be a smart consumer in the market".
The authorities must continuously deploy, regularly, without stopping, continuously with the spirit of "working day, night, working extra on days off" to promptly detect and strictly handle violators, with the motto "handling one case, warning the whole region, the whole field", "no forbidden zones, no exceptions".
Ministries, sectors and localities proactively review and develop mechanisms, policies and legal regulations; provide guidance, inspection and supervision to achieve the goal of preventing, repelling and eventually ending smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.
The Prime Minister requested the Secretaries of the City and Provincial Party Committees to directly lead and direct Party committees at all levels, the entire political system, the People and businesses in the localities to actively and effectively detect and fight against smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement, especially counterfeit medicines and fake foods, and consider this an important political task because it is related to the health and safety of the People and the healthy development of the economy.
The Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to closely direct the improvement of institutions, strengthen supervision, inspection, assignment, decentralization, and delegation of powers in a comprehensive and comprehensive manner in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; direct functional forces to "declare uncompromising war" on counterfeit drugs and food and to regularly, continuously, and tirelessly fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to protect the health, lives, rights, and legitimate and legal interests of the people and businesses, and to protect the security and health safety of the people.
Assigning specific tasks to ministries and branches, the Prime Minister requested the Ministry of Culture, Sports and Tourism to preside over research and have sanctions to handle copyright violations related to the cultural industry and entertainment industry, protect the rights and interests of genuine artists; strictly handle individuals, artists, celebrities... who advertise falsely, especially on social networks.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to directly direct local forces (Police, Army, Market Management, Customs, Tax, specialized inspection agencies, etc.) to "declare an uncompromising war" on counterfeit drugs and food and to regularly, continuously and tirelessly fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; strictly handle acts of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; pay attention to socio-economic development, especially in remote, isolated and border areas, contributing to stabilizing people's lives; innovate and improve the effectiveness of propaganda and dissemination of laws so that people can detect and report to authorities and not participate in or assist in acts of smuggling, illegal transportation of goods, and production and trade of counterfeit goods.
Press and media agencies (Vietnam Television, Voice of Vietnam, Vietnam News Agency, etc.) coordinate with ministries, branches, and functional forces to increase the duration of specialized programs to raise awareness and responsibility of officials, civil servants, and the People; propagate and disseminate tricks and methods of fraud and deception so that the People can recognize, raise vigilance, and inform competent state agencies; strictly manage and control to prevent false advertising that can easily confuse the People; commend positive examples and good practices; criticize and condemn negative behaviors and lack of responsibility, etc.
