Staff get to work, the machine gets into gear
Taking the ferry from Tac Xuat wharf to Thanh An in early July, people's hearts were filled with excitement. On each ferry, the conversation was no longer about the price of fish and shrimp, the tides, but about the merger of provinces, the two-level local government. Some people were happy because from now on they would not have to travel back and forth to distant districts, others eagerly talked about the new generation of cadres coming from the mainland to the island to take up their duties.

After a 40-minute boat ride, we arrived at Thanh An island commune, which had just been kept as a new commune-level administrative unit. Right at the commune People's Committee headquarters, which was originally a renovated old commune headquarters, the working atmosphere was bustling, civil servants were busy rearranging machinery and arranging documents, but the department receiving and returning results was still operating regularly. In that urgent atmosphere, everyone wanted to quickly stabilize and put the new apparatus into order.
Mr. Bui Ngoc Tung, a civil servant in the statistical office, who has worked in the island commune for nearly 10 years, welcomed us while busily typing documents to prepare for the meeting in the early afternoon. The office was not yet arranged, and the files were piled up, but each civil servant raised their sense of responsibility and immediately got to work to prepare the most complete operation of the new government. Currently, Thanh An commune has only 3 hamlets including Thanh Binh, Thanh Hoa and Thieng Lieng with 1,161 households and 4,218 people.
We visited the house of Mr. Ho Van Luong, nearly 70 years old, who was born and has spent his whole life in the island commune. Looking at the smooth asphalt road with underground electricity, he confided that after the liberation day, Thanh An was very poor. Many people here did not even know where "Saigon" was because it was very difficult to travel. From 2010 onwards, the city began to develop, then implemented the policy of building new rural areas, the movement of the whole people uniting to build cultural life in residential areas... people's lives gradually improved.
According to Mr. Luong, the current policy of streamlining the administrative apparatus is an important milestone. “The government apparatus is now well-organized in terms of qualifications and ethics, meeting the needs of development. A strong commune means a strong city, a strong city means a strong central government. Our people only hope that the new government will promote and implement policies that are close to reality so that the lives of the people here can develop sustainably, keeping up with other wards and communes,” Mr. Luong shared.
According to the leaders of Thanh An Commune People's Committee, the commune's headquarters is divided into 3 places: The commune People's Committee works at the old headquarters; the Party Committee is temporarily located at the hamlet Cultural House; the Fatherland Front is located at the former location of the commune police headquarters. In reality, the number of cadres and civil servants has increased to more than 20 people, making the existing facilities unable to meet the demand. However, the commune leaders have implemented temporary plans to ensure that everyone has a place to work. In the coming time, the commune will propose to the city to build a new headquarters for the People's Committee - People's Council to improve the quality of service to the people.
With the new leadership team of Thanh An island commune, the island commune's advantage is a peaceful life and loyal people, so the operation of the new government is not too challenging. However, because the commune is not merged or has not established a public administrative center, it is still operating in the old way combined with new contents implemented by Ho Chi Minh City.
Although the previous trial operation showed that the software system operated stably, Thanh An did not have an office for the People's Council, People's Committee, or specialized departments, leading to difficulties in processing documents and updating the shared system. The commune coordinated with the Ho Chi Minh City Digital Transformation Center to establish its own process while waiting for instructions from superiors. The commune proactively established 3 specialized teams to ensure operations as directed.
Commitment
At noon, a popular restaurant on a street red with the national flag is where the cadres and civil servants of Thanh An island commune often choose to have lunch. Most of them are cadres from the mainland who come to the island to work, far from home to the offshore island, sharing the same meal, the same goal of dedication, and striving for the advancement of the island commune's people.

Mr. Ho Hong Thanh Tinh, Chairman of the People's Committee of Thanh An Commune, is one of 26 cadres and civil servants from the mainland who came to work on the island commune. He happily sat down to eat with the commune's cadres and civil servants. Mr. Tinh was previously the Chairman of the People's Committee of Tam Thon Hiep Commune, and is also a son of the Can Gio mangrove forest homeland. Therefore, when he received the decision to work on the island commune, he had many emotions. He was happy and appreciated the trust and confidence of the district and city leaders, but he also worried about his new workplace with its rather special geographical features. However, ignoring his worries, like all the remaining cadres and civil servants, he put himself in a position of being ready to unite and make efforts to overcome all difficulties.
Mr. Tinh said that at exactly 6:30, the Tac Xuat ferry is crowded with cadres and civil servants of the island commune, not to mention teachers, workers, etc. coming to work. Traveling back and forth every day with a small number of ferry trips, when there are urgent tasks or events, cadres will choose to stay at the office for the day. Mr. Tinh said while pointing to his suitcase, which he had just brought over on July 1, to prepare himself to always be ready to serve the work. Not only Mr. Tinh, but also many other cadres, civil servants, and public employees also put aside family matters every day to devote themselves to working in the island commune.
Overcoming the initial shortages of facilities and the shortcomings due to administrative characteristics, the collective of civil servants of Thanh An commune today, with the spirit of "eating, living, and working together", serves the people, so that the lifeblood of the new government in the middle of the ocean is not only maintained, but must also strongly rise up with Ho Chi Minh City in the new journey.
