The social housing project at XH1 land plot, invested by Phu My Thuong Investment Joint Stock Company, has a total investment of VND 842 billion on a land area of ​​nearly 32,000 m2 and a floor area of ​​66,660 m2. The project scale includes 9 floors, comprising 720 social housing apartments and 47 commercial townhouses. The project is expected to be implemented from Q1/2025 to Q2/2029. The overall technical infrastructure will be implemented from Q1/2025 to Q1/2026; the low-rise commercial housing and high-rise social housing apartment buildings will be implemented from Q3/2025 to Q2/2029.

Construction began in March 2025 and continues to this day. The social housing project at plot XH1 is actively implementing many components, ensuring progress according to regulations. Phu My Thuong Investment Joint Stock Company is finalizing the necessary procedures to propose to the Department of Construction for permission to sell future housing units in this social housing block.

To date, Cotana Capital Investment and Real Estate Development Joint Stock Company has completed approximately 364 apartments in the OXH1 area and continues to develop subsequent buildings in this area. It is expected that another 210 apartments in building XH1 will be completed in 2026, and 149 apartments in building XH4 of the OXH1 (West Sky) high-rise apartment complex will be completed in 2027. The OXH2 social housing area has also recently completed investment preparation and commenced construction at the end of December 2025.

The social housing project at plot XH1, invested by Phu My Thuong Investment Joint Stock Company, is currently under construction.

Mr. Le Van Thanh, Deputy General Director of Cotana Capital Investment and Real Estate Development Joint Stock Company, said: "Currently, the demand for social housing is very high due to price incentives and low-interest loan support... However, the supply remains limited because most of the land for construction in central areas is no longer available, so social housing is usually planned in suburban areas, far from the city center. Accessing preferential loan capital also presents certain difficulties. Therefore, investors hope that the State will continue to research and issue more preferential policies for people and businesses in the process of accessing, buying, and investing in the social housing segment."

Continue to remove obstacles.

On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021 - 2030" and Decision No. 444/QD-TTg dated February 27, 2025, assigning targets for completing social housing in 2025 and subsequent years up to 2030 for localities to incorporate into their socio -economic development plans.

Accordingly, Hue City was assigned a target of completing 7,700 social housing units by 2030. However, in the period 2021-2024, the city only completed 200 units. Thus, in the period 2025-2030, 7,500 units must be completed to meet the target set by the Government.

Following the directive of Deputy Prime Minister Tran Hong Ha regarding the adjustment of targets for completing social housing projects in 2025 and subsequent years up to 2030, so that localities can incorporate them into their socio-economic development targets, and after reviewing the actual plans and implementation roadmaps of independent social housing projects and commercial housing projects that include social housing in the locality, the People's Committee of the city requests the Ministry of Construction and reports to the Prime Minister to adjust the social housing targets for 2025 and subsequent years up to 2030 for the city.

Currently, the City People's Committee has assigned relevant agencies and units to act as the bidding parties to organize open bidding to select investors for 3 social housing projects. In addition, the city has also assigned the Department of Construction to lead and coordinate with relevant units to review and compile information on identified social housing projects for investment and construction, and submit it to the City People's Committee for consideration and decision on the announcement of project information and public disclosure as prescribed.

Regarding the implementation of the 120 trillion VND credit package for social housing loans, the State Bank of Vietnam, Branch 9, has coordinated with the Department of Construction to promptly provide information when social housing projects are announced and propose amendments to suit the actual implementation. They have also coordinated working sessions between banks and businesses that are investors participating in the construction of social housing projects in the area to enhance access to capital and promptly resolve difficulties and obstacles related to lending for the construction of social housing projects.

Currently, the Department of Construction is coordinating with banks to guide investors in registering to access social housing loans. The Department of Construction is also advising the City People's Committee to direct relevant departments to implement comprehensive solutions, promptly address difficulties and obstacles, and promote projects to achieve the social housing targets set by the Prime Minister for 2030.
