The current situation shows that, despite progress, the nation's digital data resources remain fragmented, lacking standardization, and their full potential has not been exploited. This is a bottleneck that needs to be urgently addressed to create momentum for the entire digital transformation process. Without high-quality, standardized, and readily available digital data, all efforts to build information systems, smart applications, or online public services will struggle to achieve their full effectiveness.
Deeply aware of this issue, the Government promptly issued Resolution 214/NQ-CP dated July 23, 2025, on promoting data creation to serve comprehensive digital transformation. This resolution is not only a legal document but also an urgent action order, clearly affirming that the application of technology to digitize data has become a top priority.
Data is considered the "blood" of the digital economy and is an invaluable resource. An effective digital government relies on its ability to collect, process, and analyze data to make timely and accurate decisions. When data remains scattered in paper form, lacking interconnection and standardization, the government's ability to "digitize" its operations will be severely limited, missing out on enormous development opportunities.
For citizens and businesses, data digitization is key to making online public services truly convenient, transparent, and time-efficient. If citizens still have to resubmit existing documents, or if files are not digitized from the initial point of contact, the goal of improving satisfaction and reducing inconvenience will be difficult to achieve. This becomes even more urgent as countries around the world are fiercely competing to build national digital data repositories, forcing Vietnam to quickly catch up with this trend to maintain and enhance its competitiveness.

Given the importance and urgency of the issue, Resolution 214/NQ-CP has provided clear directions regarding the responsibilities of ministries, sectors, and especially local governments. From the central government to provinces, cities, and communes, the creation of data must be implemented quickly and vigorously. This requires localities to proactively review and assess the current state of their data, prioritizing investment in modern technological solutions to digitize data at document reception points, especially at public administrative service centers, in accordance with Decree 118/2025/ND-CP.

Establishing standardized processes for data collection, processing, and storage to ensure consistency and interoperability is crucial. Furthermore, it is necessary to enhance the training of human resources with sufficient capacity to operate and effectively utilize digital data systems. This transformation will bring about significant improvements in resource optimization, increased transparency, and enhanced service quality.
Data digitization is no longer a standalone project but a comprehensive strategy, a prerequisite for realizing major digital transformation goals. The concerted efforts and decisive actions of provinces, cities, and communes in digitizing data will create synergy, helping Vietnam quickly achieve its digital government goals, bringing tangible benefits to citizens, businesses, and the sustainable development of the country.
