The Vietnamese ICT community presented flowers to congratulate Minister Nguyen Manh Hung on being entrusted by the Party, State, and National Assembly with the task of leading the Ministry of Science and Technology , the new ministry after the merger of the two former Ministries of Science and Technology and Information and Communications.
Also attending the meeting were the Deputy Ministers of Science and Technology, Information and Communications, and the Deputy Minister of Education and Training, Hoang Minh Son, along with representatives from various associations, organizations, and ICT businesses.
Speaking at the event, Mr. Nguyen Quan, Chairman of the Vietnam Automation Association, said that the Spring ICT Meeting has become an annual tradition of ICT associations. Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation has ignited new hopes for breakthrough development in these fields, creating momentum for impressive breakthroughs not only for the scientific community but also for the economy.

Mr. Nguyen Quan emphasized four key points of Resolution 57: The resolution affirms investment in science and technology on an unprecedented scale, allocating 3% of the total state budget and 2% of the national GDP to R&D; it accepts the risks, uncertainties, and delays of science and technology to create immunity from liability for scientists; for the first time, it affirms state funding for science and technology through a fund mechanism via the Science and Technology Fund; and it affirms the crucial position of Vietnamese scientists and technologists, with the Party leader serving as the Head of the Steering Committee.

From the perspective of a technology company, Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Group, shared that Resolution 57 and the speech of General Secretary To Lam on September 2, 2024, have created positive emotions, instilled new energy, and renewed confidence in the country's development. Mr. Nguyen Trung Chinh believes that in the future, Vietnam will walk alongside the world towards the smart era.

Speaking at the event, Minister of Information and Communications Nguyen Manh Hung highly appreciated the organization of the event, which contributed to strengthening the connection between the Ministry and the Associations and Societies.
The Minister emphasized that Resolution 57, signed on December 22nd (the founding day of the Vietnam People's Army), aims to convey the message that those working in science and technology today must live with the spirit of the army, as in wartime. With that spirit, the Resolution on piloting special policies for the fields of science and technology, innovation, and digital transformation was recently passed by the National Assembly on February 19, 2025. This important resolution of the National Assembly was written in less than a week; normally, it would take six months to draft such a resolution. The Ministry of Science and Technology and the Ministry of Information and Communications worked together to create a revolutionary resolution.
The spirit of the Resolution is to address bottlenecks wherever they occur, especially urgent ones, and to provide special policies wherever breakthroughs are needed. This Resolution is considered the first step in implementing Resolution 57, Minister Nguyen Manh Hung stated.
At the "ICT Spring Meeting 2025", the Vietnam Automation Association, the Vietnam Radio and Electronics Association, and the Vietnam Informatics Association announced a cooperation agreement comprising six main areas of collaboration, including coordinated consultation and feedback during the implementation of Resolution 57.
The National Assembly requested the Resolution Drafting Committee to include many easily disseminated messages to the public regarding special policy mechanisms to create breakthroughs in science and technology, innovation, and digital transformation. Therefore, the titles of the clauses in this Resolution are also very special and all carry significant messages. These include: Accepting risks in research; Contracting out research funding; Research results becoming the property of the research organization; Encouraging businesses to spend on science and technology through tax incentives; Supporting telecommunications businesses to invest in 5G nationwide quickly; Allowing direct contracting for digital transformation projects; Providing financial support from the central budget to build the first semiconductor chip research and production plant in Vietnam…
Referring to the recent working session with the Guangxi (China) delegation led by Mr. Chen Gang, Secretary of the Guangxi Zhuang Autonomous Region and Member of the Central Committee of the Communist Party of China, the Minister stated that both sides shared views on the development of science and technology. Accordingly, the role of the State in the development of science and technology is to convey strong and clear messages about science and technology, demonstrating the political determination of the Party and the State. The State must take the lead, establishing a venture capital fund. The State must be the first customer, using the outputs of units working in science and technology and innovation. Those who use AI will win against those who don't. Businesses using AI will win against businesses that don't. Nations that use AI will develop more than nations that don't.
Concluding the event, the Minister expressed his hope that associations and organizations would continue to actively support the Ministry and relevant sectors in the future; at the same time, he suggested that the name of the Spring Meeting event should be adjusted to represent the entire community of Vietnamese scientists and technologists.
