Commune cadres are the people closest to the people, the closest to the people, and also the first to listen to their opinions and feedback. If the commune level does not operate smoothly, the whole system will stagnate. If commune cadres just passively wait for instructions from their superiors, we will never keep up with reality.
This was shared by Minister of Science and Technology Nguyen Manh Hung at the opening ceremony of the Online Training Course for commune-level officials, civil servants and public employees in 2025.
According to Minister Hung, the new learning model requires learners to actively practice and actively ask questions. The old model with teachers and students meant students only listened one way.

The new model is like a football coach: sometimes the players are better than the coach, but the coach's role is to observe, shape, and guide the players to become better.
“The learning software acts as a trainer. The grassroots members work directly, while the system observes, advises, and supports. The goal is to turn the online learning platform into an “assistant” that is always ready when commune-level officials need to ask or look up information,” Minister Hung analyzed.
According to Minister Hung, the task of science and technology is to use technology to automate and support commune-level officials in administrative procedures, thereby helping commune officials have more time to contact people, because their main task is to be close to the people.
Implementing the direction of the Government and the Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model, the Ministry of Science and Technology deployed an online training course on the MOOC platform for cadres, civil servants and public employees at the commune level nationwide.

The training program is organized on a digital platform, aiming to equip commune-level cadres, civil servants and public employees with essential knowledge and skills in science and technology, innovation and digital transformation.
The program contributes to improving the capacity of the government level closest to the people in the context that the whole country is implementing a two-level local government model and promoting national digital transformation.
Today's opening ceremony was connected online to 34 Departments of Science and Technology of provinces and cities across the country.

Mr. Nguyen Thanh Vu, Chairman of the People's Committee of Buon Ma Thuot Ward, Dak Lak Province, shared the local reality after 5 months of nationwide implementation of the 2-level government model.
Accordingly, working practices show that if commune-level officials do not grasp technology applications, do not understand digital transformation, are not familiar with online platforms and databases, it will be very difficult to deploy online public services, difficult to guide people and businesses to use digital utilities, and difficult to connect with socio-economic development programs and projects with high scientific and technological content.

According to the Ministry of Science and Technology, in this course, students need to complete at least 10/19 topics, including 5 compulsory topics and 5 optional topics. Upon completion, students will be awarded a Certificate of Completion of the online course.
