Many positive changes in social awareness
Over the years, our country has shifted from a humanitarian aid mindset to ensuring rights and moving towards promoting development for people with disabilities. Vietnam has issued the Law on People with Disabilities, implemented a system of policies, programs and solutions to promote the participation of people with disabilities.
Our country has also ratified the United Nations Convention on the Rights of Persons with Disabilities, ratified international treaties related to persons with disabilities, and implemented synchronous solutions to achieve disability integration goals.
Currently, there are 1.6 million people with disabilities in Vietnam receiving social benefits, 96% of cases have health insurance cards, and at the same time, children with disabilities are guaranteed conditions to go to school.
Our country also implements rehabilitation programs, early intervention, and disability prevention; people with disabilities are provided with vocational training, job creation, livelihood support, and when participating in public transportation or using cultural facilities, they are exempted from or have reduced fares...
According to Mr. Toan, Vietnam can be proud of the positive changes in social awareness, the achievements and the cooperation in accompanying people with disabilities in recent times.

Many images and examples of the determination, optimism, and refusal to accept fate of people with disabilities have appeared and contributed to community development.
Ho Chi Minh City is a locality that does a good job of protecting and caring for people with disabilities. Over 95.7% of people with disabilities have health insurance, over 43% of people with disabilities receive monthly allowances, 80% of children with disabilities at preschool and primary school age have access to education ...
The city is also implementing many medical assistance programs (such as orthopedic surgery, rehabilitation and provision of appropriate assistive devices), educational assistance, financial assistance, providing free legal services and independent living support for people with disabilities...
The Nursing, Rehabilitation - Child Support and Disability Support Center has, over 47 years of operation, treated 910,000 disabled children; cared for more than 14,000 orphans, rehabilitated more than 11,000 malnourished children; treated and assisted more than 193,000 children in the community...

By 2025, over 200 disabled children will be cared for, nurtured, and regularly rehabilitated at the Center. Thanks to the dedicated support of doctors and technicians, most children will be able to regain their ability to function after treatment at the Center.
Many children can participate in integrated and semi-integrated education... to help reduce difficulties for their families.
5 things to do to improve the quality of life of people with disabilities
Despite many achievements, according to the leader of the Department of Social Protection, Vietnam is a country with a high number and rate of people with disabilities. At the same time, the quality of life and integration conditions of people with disabilities are still limited.
Therefore, it is necessary to continue promoting the implementation of policies and improving care and support services for people with disabilities through five specific tasks.

Firstly, continue to promote and raise social awareness to change prejudices, remove barriers to access for people with disabilities, and build a humane living environment without discrimination against people with disabilities.
Second, fully implement the rights of people with disabilities. Especially the rights to protection, care, access to education, rehabilitation, health care, vocational training, employment, and livelihood.
Third, create conditions for people with disabilities to actively participate in the process of developing, implementing and monitoring policies and programs directly related to their lives.
Fourth, family and society are the most solid support, the community is the environment for people with disabilities to integrate and develop.
Fifth, units providing nursing, rehabilitation and assistance services to people with disabilities need to continue to improve their professional capacity and the quality of care services, to always be a trusted destination for people with disabilities and their families.
