Promoting the contribution of young delegates to the activities of the National Assembly

(Fatherland) - On the morning of September 15, at the National Convention Center, Hanoi , the 9th Global Conference of Young Parliamentarians officially opened under the chairmanship of Ms. Emma Tangi Muteka - Member of Parliament of Namibia, member of the Executive Board of the IPU Young Parliamentarians Forum.

With the theme "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation", the 9th Global Conference of Young Parliamentarians will focus on clarifying the issue through 3 thematic discussion sessions including: (1) Digital transformation; (2) Innovation and entrepreneurship; (3) Promoting respect for cultural diversity for sustainable development. Attending the 9th Global Conference are more than 300 young parliamentarians and delegates from more than 70 IPU member parliaments and representatives of international organizations; Ambassadors, representatives of foreign diplomatic missions and international organizations in Vietnam; 124 members of the Vietnam Young National Assembly Delegation; 20 outstanding young people of Vietnam; 20 young provincial People's Council delegates of Vietnam... A bridge to bring the voices of young people to the National Assembly Speaking at the Conference, Chairman of the Vietnam Young National Assembly Delegates Group Nguyen Anh Tuan said that Vietnam is currently a country with a young population. With the special attention of the Communist Party of Vietnam and the Vietnamese National Assembly for the young generation, in 2015, the Standing Committee of the 13th National Assembly established the Vietnam Young National Assembly Delegates Group, consisting of National Assembly delegates under the age of 45. This is a forum that brings together young National Assembly delegates to discuss and propose issues related to children and youth during the activities of the National Assembly, a mechanism to foster and promote the contributions of young delegates to the activities of the National Assembly and to exchange, learn and share with young parliamentarians from countries around the world on issues of common concern to youth and children. Like young parliamentarians in other countries, the presence of young Vietnamese National Assembly deputies has actively contributed to the process of innovation in the activities of the National Assembly, becoming a bridge to bring the voice of young people to the National Assembly in the process of legislation, supreme supervision and decision on important issues of the country. Along with that, young Vietnamese National Assembly deputies have actively participated in parliamentary diplomacy activities, multilateral and bilateral forums.

Expressing his joy and gratitude to the Inter- Parliamentary Union for trusting Vietnam to host this very important Conference, the Chairman of the Vietnamese Young Parliamentarians Group said that in the recent past, with the attention and facilitation of the National Assembly, especially the Chairman of the Vietnamese National Assembly Vuong Dinh Hue, the President, the Secretary General of the IPU and the Chairman of the World Young Parliamentarians Forum, along with their responsibilities, the young Vietnamese National Assembly deputies have had many opportunities and actively participated in the preparation of the Conference, directly giving opinions to build the contents, programs, activities and carry out other tasks, contributing to the overall success of the Conference. The Chairman of the Vietnamese Young Parliamentarians Group hopes that this will be a very good opportunity to learn from experiences, share concerns and expand cooperation with young parliamentarians in the Inter-Parliamentary Union community. The Vietnamese National Assembly Deputies were particularly interested in the theme of the Conference “The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation”. Following the content of previous Conferences, this theme met three important goals: addressing global issues that all countries need to work together to solve; meeting the intrinsic needs of young people and being consistent with Vietnam's development orientation in the coming period. In Vietnam, the National Assembly is promoting the completion of the legal framework and institutional foundation for the digital transformation, innovation and start-up process; preserving and promoting the country's cultural values in the context of deep international integration. Young Vietnamese National Assembly Deputies are aware of their responsibilities and are committed to actively and effectively participating in the process of building and perfecting institutions and legal frameworks; participate effectively in monitoring policy implementation and conveying the message of the Conference to young voters. The Chairman of the Vietnam Young National Assembly Delegation hopes that the joint statement adopted at this Conference will be a driving force contributing to the effective implementation of the goals of digital transformation, innovation, entrepreneurship, promoting respect for cultural diversity for sustainable development; at the same time, promoting youth empowerment, expanding youth participation in democratic processes and participating in solving current global issues. Vietnam has always been one of the leading countries in implementing and realizing international commitments. Speaking at the Conference, delegate Trinh Thi Tu Anh - National Assembly Delegation of Lam Dong province said that the recent international context shows that the development goals of many countries have been and are being affected in many different aspects, requiring each country to promptly make appropriate assessments and adjustments to maintain its development goals in a faster and more sustainable direction. With the theme "The role of youth in promoting the implementation of Sustainable Development Goals through digital transformation and innovation", delegate Trinh Thi Tu Anh realized that this Conference has accurately reflected the development trends and concerns of countries today when sustainable development, science - technology, innovation and high-quality human resources become one of the leading important factors determining the speed and quality of development of economies , especially in the context that the world is facing many difficulties and challenges.

This is an extremely valuable opportunity for young delegates and parliamentarians to meet, exchange, share and learn from each other about what we have done, are doing and will do, about the results achieved, advantages, difficulties, causes and lessons learned. At the same time, it is also an opportunity for us to speak with a common voice, to seek and build optimal solutions to achieve the goal of a world of sustainable development, peace, prosperity, happiness and a better, inclusive world where no one is left behind. Over the past time, despite facing countless difficulties and common challenges in the world situation, Vietnam has always been one of the leading countries in implementing and realizing international commitments in its development process; recognized by the international community, notably the results of implementing the Sustainable Development Goals, impressive figures in digital transformation and innovation. Firstly, regarding the implementation of the Sustainable Development Goals, delegate Trinh Thi Tu Anh stated that Vietnam has made much progress in ensuring social security, namely: A sharp reduction in the multidimensional poverty rate; an increase in the coverage rate of essential health services, the rate of households with clean water sources, the rate of households accessing the national grid, the rate of access to energy, and mobile phone coverage; Forest cover has been maintained and increased gradually over the years. In addition, the proportion of female National Assembly deputies in the 2016-2021 and 2021-2026 terms reached 27.31% and 30.26%, respectively, higher than the global and Asian averages... Second, regarding digital transformation and innovation, delegate Trinh Thi Tu Anh realized that in recent years, Vietnam has made significant progress in improving global innovation indexes, ranking 48/132 countries and economies in innovation and belonging to the group of countries that have made the greatest progress in the past decade (up more than 20 places), is one of the 5 countries with the most developed innovation ecosystem in the region and ranked 54th in the Global Startup Ecosystem Index. At the same time, Vietnam has made many efforts to improve the business and investment environment, promote the development of the national innovation ecosystem, with many mechanisms, policies, strategies and programs issued such as the Investment Law 2020; Law on Support for Small and Medium Enterprises...
