The government's resolution aims to strongly promote the domestic market, stimulate consumer demand, increase the purchasing power of people and businesses, and create important momentum to achieve the government's economic growth targets.

Focus on promoting production and business, considering the boosting of domestic production as a sustainable foundation for supplying goods to the domestic market.

The resolution requires ministries, sectors, and localities to identify businesses as the central actors and localities as key areas for implementing effective and substantive consumer demand stimulation solutions.

Ensuring harmony between macroeconomic policies creates a favorable environment to build confidence among businesses and the public in production, distribution, and consumption.

The Ministry of Industry and Trade has been tasked with reviewing and improving the system of legal documents in the field of trade.

Upgrading and renovating traditional markets to ensure technical infrastructure for safe and hygienic operation, and fire prevention; applying digital technology in management and integrating modern retail models such as mini-supermarkets, self-service kiosks, and convenience stores into large-scale markets.

Support businesses, cooperatives, and individual producers in bringing their products to digital platforms and participating in livestream sales programs on e-commerce platforms to effectively reach consumers.

Notably, the Ministry of Industry and Trade, in coordination with localities, retail corporations, manufacturing enterprises, and e-commerce platforms, regularly organizes "Vietnam Shopping Promotion Week," with discount and promotional programs concentrated on Saturdays and Sundays; and organizes deep, simultaneous discounts nationwide on holidays, festivals, and major anniversaries such as March 8th, March 26th, April 30th, May 19th, August 19th, September 2nd… to form shopping habits for the people.

The Ministry of Industry and Trade is also required to closely monitor market developments and proactively develop plans to stabilize prices of essential goods. It must regularly, continuously, and effectively combat and suppress smuggling, trade fraud, counterfeit goods, substandard goods, and intellectual property infringement, especially concerning milk, medicine, and food products.
