Implement regulations on tutoring.

In its report evaluating the implementation of Circular 29 on supplementary tutoring, the Ministry of Education and Training (MOET) noted that after one month of implementation, many schools abruptly stopped supplementary tutoring at the time the Circular came into effect (whereas they should have adjusted immediately when the Circular was issued in early January), which affected the psychology of students and parents.

There has been a major shift in perception.

The Ministry of Education and Training stated that, even after one month of implementing Circular 29, some localities are still slow in issuing guiding documents and regulations at the local level, leading to confusion in implementation; coordination between departments and agencies in implementing regulations on extracurricular tutoring has not been timely in some places, causing anxiety among some teachers who wish to provide tutoring.

In some places, the directive to adjust school curricula to comply with the Circular's regulations was not timely or ready from the time the Circular was issued; this led to the abrupt cessation of extracurricular tutoring within schools, affecting the psychology of students and their parents.

Furthermore, objective issues such as a lack of school facilities; parents relying on schools and teachers due to insufficient time and knowledge to tutor their children; high expectations for academic achievement; and exam pressure; as well as students' lack of initiative in learning and self-study skills, also create concerns when Circular No. 29 comes into effect.

Nevertheless, the Ministry of Education and Training believes that the new regulations have initially created positive changes in awareness and management of extracurricular tutoring. Students, parents, and teachers are more aware of the negative consequences of widespread extracurricular tutoring. It not only affects the physical and mental health of students, but also impacts fairness in accessing education, the quality of regular classes, wastes time and finances for families; affects the quality of regular teaching, fosters a distinction between core and elective subjects; leads to passivity on the part of schools; and creates dependence on revenue from students to pay for teacher salaries and school facility repairs. Parents have clearly recognized the role of the family in coordinating the management of their children's education, realizing they cannot leave it solely to the school; this has fostered a spirit of self-learning and determination in students at home.

To continue effectively implementing Circular 29, the Ministry of Education and Training requires schools to survey and classify students according to their proficiency levels to assign appropriate classes and teachers, thereby limiting the widespread organization of extra tutoring sessions. Simultaneously, schools should continue to innovate methods of testing and evaluating students, focusing on developing their qualities and competencies, and avoiding putting pressure on them to attend extra classes. In addition to the main curriculum, schools can organize self-study sessions for students, considering incorporating self-study results into annual performance evaluations. Regarding extracurricular tutoring, provincial education departments should coordinate with relevant agencies to support teachers in registering for tutoring; and strengthen inspections and enforcement against violations.

Teachers' happiness comes from seeing their students independent.

During a recent inspection in Thai Binh , Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, acknowledged and highly appreciated the consensus and determination of the local education sector in implementing Circular 29. Emphasizing the viewpoint of "not prohibiting tutoring and supplementary classes that are conducted according to regulations and are effective, but resolutely prohibiting widespread tutoring and supplementary classes," Mr. Thuong frankly presented an analysis of the negative consequences of widespread tutoring and supplementary classes for students and teachers, and the need for schools and teachers to fulfill their responsibilities.

Therefore, it's unacceptable to use students' need for extra classes and charge them fees. Have teachers advised students that they don't need extra classes and can simply study on their own? It seems that some places haven't done this, haven't fulfilled their responsibilities, leading to the widespread and prolonged practice of extra classes and tutoring…

Affirming that the spirit of Circular 29 is geared towards positive outcomes for education and students, Mr. Pham Ngoc Thuong stated that implementing Circular 29 effectively will restore positive values ​​to education, from management to teaching and learning; bring great benefits to teachers and students; and the regulations of the Circular will protect the dignity of the teaching profession and safeguard genuine educators. The Ministry of Education and Training's leadership aims to move towards schools without extra tutoring. Students needing supplementary tutoring and review, as stipulated in Circular 29, must also be seriously reviewed. For a long time, extra tutoring has been considered a daily occurrence. Children spend all day and night studying to acquire knowledge for 12 years, and even in university they remain dependent on their teachers, lacking self-reliance, independence, and self-learning skills, and having insufficient time for physical training and skill development… During this inspection, Mr. Pham Ngoc Thuong also shared with the teachers: “The happiness of teachers is to help students become independent of them as soon as possible.”

To effectively implement Circular 29, the Deputy Minister of Education and Training emphasized the need for unity, determination, and high consensus in its implementation. Specifically, education management at all levels must fully understand the regulations and spirit of the Circular, recognizing the immediate and long-term consequences of widespread tutoring and supplementary classes, and act decisively, without compromise or leniency. Furthermore, close and effective coordination among departments, agencies, and localities is essential in implementing the Circular's regulations.

Focus on exam preparation for final-year students.

The Ministry of Education and Training stated that, through inspections, the Departments of Education and Training have directed schools to review and adjust their educational plans, focusing on solutions to continue providing high school graduation exam preparation for 12th-grade students and entrance exam preparation for 9th-grade students who wish to do so, in accordance with the regulations of the Circular (preparing budget estimates, adjusting and improving internal spending regulations, addressing the immediate issue of support for teachers providing extra classes in schools according to the Circular, adjusting teacher assignments, etc.); and directed the strengthening of management of two-session-per-day teaching at educational institutions according to the guidance of the Ministry of Education and Training. Schools have reviewed professional assignments and utilized the hours of teachers who have not been assigned sufficient labor quotas to provide extra classes for graduating students.
