Make Party branch meetings more flexible and of higher quality.

According to Nguyen Hong Nhat, Deputy Head of the Standing Committee of the City Party Committee's Organization Department, thanks to effective study and dissemination efforts, Party committees, Party organizations, and cadres and Party members at all levels have clearly understood the meaning and importance of Party branch meetings, and have clearly identified the main goals and solutions for improving the quality of Party branch meetings as outlined in Project No. 11-DA/TU.

As a result, the awareness of Party committees, branches, and Party members regarding the meaning and importance of Party branch meetings and improving the quality of these meetings has undergone many positive changes.

Regular meetings are maintained in an orderly manner; the content of the meetings is carefully prepared, directly addressing new, difficult, and urgent issues that require focused leadership and guidance, meeting practical requirements.

Comrade Nguyen Hong Nhat stated that Party committees, Party organizations, and most cadres and Party members highly appreciate the issuance of Project No. 11-DA/TU, considering it accurate, correct, truly effective, and practical. Many Party committees and organizations have developed new models, innovative and effective approaches, overcoming the monotony and formality in Party branch activities.

The results of the annual evaluation of the quality of Party branches and Party members showed that 93% completed their tasks well or better. Most of the specific objectives of the project have been achieved or basically achieved, contributing to improving the leadership capacity and fighting strength of the Party organization, building a clean and strong Party, and meeting the requirements and tasks set forth.

However, the City Party Committee's Organizing Department also noted that the organization of thematic meetings was sometimes merely 형식적인 (formalistic); the promotion of democracy in Party branch meetings had not been fully implemented, and there was still a reluctance to speak up, especially among young Party members (an average of 5 opinions per meeting).

The recording of meeting content does not accurately reflect the events and the number of party members in attendance, causing difficulties in managing party members.

Speaking at the conference, Deputy Secretary of the City Party Committee Nguyen Van Phong commended, acknowledged, and highly appreciated the efforts and results of the units in the three years of implementing Project No. 11-DA/TU.

The comrade emphasized that improving the quality of Party branch activities, enhancing leadership capacity, and resolving issues at the grassroots level are very important.

Looking ahead, the comrade suggested that units continue to focus on reviewing and evaluating different types of Party branches to address practical obstacles. Each Party branch has different characteristics, so there is no single model for all. Therefore, units must uphold the Party's principles, but need to be flexible with the practical situation of each Party branch and locality; if difficulties or obstacles arise when implementing the plan, they should make recommendations to higher levels.

Comrade Nguyen Van Phong also suggested that the City Party Committee's Organization Department coordinate with the City Party Committee's Propaganda Department and local authorities to select effective and exemplary Party branch models to compile into a document for other Party branches to refer to. For local authorities and subordinate Party committees, training and education for Party branch secretaries on Party branch activities should be strengthened.
