This is an application built and deployed by the Land Registration Office (LDRO) of Dong Nai province - Bien Hoa branch since the beginning of 2025, bringing many practical utilities to people.
Make a profile anytime, anywhere
Previously, to carry out land procedures, people had to go directly to the Land Registration Office to ask for information, receive forms or look up information on the province's online public service portal, which gathers many different administrative procedures, which can easily cause confusion. In many cases, people chose the wrong type of application, filled out missing documents, had to go back and forth many times or had their application rejected.
With the QR code scanning application, everything becomes simpler. People only need to use their smartphones to scan the QR code posted at the Dong Nai Provincial Land Registration Office - Bien Hoa branch, the one-stop department of wards and communes or at public propaganda points to be able to see specific instructions for each type of procedure, download the correct form, complete the application and submit it online. For those familiar with using the internet, this operation only takes a few minutes.
In the first 5 months of 2025, the Dong Nai Provincial Land Registration Office - Bien Hoa branch received more than 14,500 applications. The rate of online application submission reached 93%, the rate of on-time settlement reached 98.6%. |
Director of the Dong Nai Provincial Registration Office - Bien Hoa Branch Dang Van Luan said that there are many administrative procedures with highly specialized names that can easily confuse people. Designing separate QR codes for each group of procedures not only helps people access them easily, but also increases the rate of online application submission, reducing the situation of submitting incorrect procedures or missing documents.
Mr. Vo Tan Tai, an officer of the Dong Nai Provincial Land Registration Office - Bien Hoa branch, added that when designing the QR code, the procedures were simplified in terms of wording. For example, the procedure "Confirmation of continued use of agricultural land upon expiration" was changed to "Extension of land use term", the procedure "Registration of changes in land use rights" was changed to "Transfer, donation, inheritance"... Thanks to that, people can understand and implement it more easily.
Currently, the unit has built 14 QR codes, corresponding to 14 administrative procedures on land. These codes are linked to the Public Service page of the Provincial People's Committee. Just save the QR code and use it many times, for many different people without limiting access.
Clear effect
Bien Hoa City is a provincial city with the largest population in the country, and the volume of administrative records on land always ranks first in the province. Applying QR codes not only helps people save time and money, but also helps reduce the workload for the one-stop department, increasing the efficiency of processing records.
Specifically, in the first 5 months of 2024, the rate of online application submission at the new branch reached 50%, while in the same period in 2025 it increased to 90%; the rate of on-time application processing increased from 94.5% to 98.6%. In terms of time, people only need to spend 1-2 minutes to identify the code to scan, instead of spending 7-10 minutes reading each type of procedure or waiting for staff to guide.
Mr. Nguyen Van Han (residing in Tan Mai ward, Bien Hoa city) shared that in the past, when it came to land paperwork, he felt embarrassed because he had to go back and forth many times due to lack of paperwork. This time, when doing the land division procedure, he was guided to scan the code, download the form and submit it online, which was quick and easy to do.
To increase public access, the Dong Nai Provincial Land Registration Office - Bien Hoa branch said it will integrate QR codes into its website and widely disseminate them via social networking platforms such as Zalo and Facebook. The agency also recorded public feedback to adjust content and add new procedures to the system.
It can be seen that the encoding of land records is part of the comprehensive digital transformation process of the Dong Nai Provincial Land Registration Office - Bien Hoa branch, of the Department of Natural Resources and Environment, towards building a digital government, serving digital citizens. In addition, when people are properly and clearly guided and can monitor the progress of processing records anytime, anywhere, the risk of negativity in handling administrative procedures will be significantly reduced.
Not only digital transformation, Dong Nai Provincial Registration Office - Bien Hoa branch also implemented many measures to improve service quality such as: sending letters, text messages or calling to apologize to people if the documents are processed late. The officer in charge must notify the reason for the delay and propose an extension time, apologize at least one day in advance. The documents submitted to the leader for signature also have a specific processing time, not more than 0.5 working days and not more than 1 working day if in a meeting or on a business trip.
