Reporters observed that at the construction site at kilometer 3, within the scope of construction phase number 1 in Yen Thang ward, Ninh Binh province, dozens of trucks carrying sand were lined up to unload and level the roadbed. Simultaneously, excavators, bulldozers, and rollers were working diligently to level and compact the sand into the prepared soil, which had been compacted according to construction standards.
Along the construction route, the atmosphere is one of enthusiastic work, with convoys of vehicles moving in and out rhythmically, painting a vivid picture of a large construction site amidst the tranquil countryside. Very soon, the smooth, straight road will transform the appearance of this picturesque rural area.
Mr. Nguyen Khanh Minh, a site technical officer, said that to ensure progress, the entire technical team, workers, and laborers have worked overtime and in shifts, and regularly checked product quality to ensure the best quality upon completion and on-time delivery. The technical team and all employees worked tirelessly, regardless of the weather, to complete their tasks well. Especially during the recent Tet holiday, the construction site worked almost continuously, with very little time for family before immediately returning to work.
Currently, along the entire route, the contractor, Xuan Truong Construction Company, is deploying multiple large-scale construction teams, mobilizing maximum manpower and equipment to work at the highest pace in order to complete the project on schedule.
According to Mr. Dinh Duc Thang, commander of the first construction team, after taking over the land handed over by the investor, all construction teams are now working at a rapid pace along the entire 25.3 km route. Each large construction team has smaller sub-teams to handle specific construction segments, focusing on roadbed construction. For the first construction team, approximately 250 officers and engineers, along with 40 pieces of equipment and 500 vehicles for transporting materials, have been mobilized. Currently, the entire first construction team has completed 90% of the sand embankment.
On the section of the route belonging to construction unit number 1, from km0 to km6+200, the officials, engineers, and workers there shared that this is the most difficult construction unit in the entire route because it requires dealing with very complex weak soil conditions. However, thanks to a scientific construction plan and careful implementation step by step, they have overcome the challenges and brought the project progress on schedule.
To ensure the construction pace and schedule were met, site managers and engineers took advantage of favorable weather conditions and worked tirelessly, including extending the shift to 3 PM every day. Workplace safety was also given top priority, with all workers equipped with safety equipment as required.
Strive to complete the project ahead of schedule.
The Ninh Binh – Hai Phong Expressway project has a construction scale with its starting point connecting to the Eastern North-South Expressway at the Mai Son interchange, in Yen Thang ward, Ninh Binh province; and its end point connecting to the Day River bridge in Khanh Thien commune, Ninh Binh province. The total length is 25.3 km, with a design speed of 120 km/h, a roadbed width of 24.75 m, and supporting infrastructure along the route. The project has a total investment of VND 6,865 billion, of which VND 4,865 billion comes from the central government and VND 2,000 billion from the provincial budget, to be implemented in the years 2024-2026; the investor is assigned to the Ninh Binh Provincial Investment and Construction Project Management Board No. 1.
Currently, the entire site has been handed over to the construction unit, and the Ninh Binh provincial authorities have also allocated 10/10 resettlement areas for people to build houses.
According to a representative from the Ninh Binh Provincial Investment and Construction Project Management Board No. 1, the contractor is currently concentrating equipment, personnel, and materials at the construction sites. Specifically, on the main route, six construction sites are simultaneously carrying out work such as excavating unsuitable soil, topsoil, and filling the roadbed with sand. For the bridge section, 12 construction sites are simultaneously operating at all 12 bridge construction locations.
Mr. Nguyen Quang Minh, Deputy Director of the Ninh Binh Provincial Investment and Construction Project Management Board No. 1, stated that this is a nationally important project, a key project of the construction industry. From the very beginning of construction, the entire political system of the province has focused its efforts on directing and overseeing the project with great determination. To date, all land clearance work has been completed; according to the Prime Minister's directives and the contract signed between the investor and the contractor, the project will be completed by the end of 2026.
To date, construction progress has reached nearly 30% of the project and is striving to complete it ahead of schedule, with completion expected around the end of November 2026, one month ahead of schedule. Regarding disbursement, the project has allocated sufficient capital according to the total investment amount, and the disbursement progress has met the project's requirements. According to the 2026 capital plan, this year, Project Management Board No. 1 will focus on implementing construction and disbursing all allocated capital and will complete the project in accordance with the commitment to the Standing Committee of the Provincial Party Committee and the directives of the Prime Minister - Mr. Minh said.
Along with the determination to ensure the construction schedule is met, quality management is also given the highest priority. Weekly, the leaders of the Ninh Binh Province No. 1 Investment and Construction Project Management Board hold discussions with the project management team to control the volume of construction work and resolve difficulties and obstacles. All issues during construction, land clearance, and material procurement are promptly addressed, and currently all construction teams are focusing heavily on machinery and equipment to carry out the construction.
According to Mr. Nguyen Quang Minh, this is a highway project with very high quality requirements, so while progress is on schedule, quality is paramount. We closely monitor the contractor's construction process to ensure quality in accordance with the procedures, technical standards, and project regulations.
Recently, during a visit to inspect and encourage production at the beginning of the new year, Ninh Binh Provincial Party Secretary Dang Xuan Phong requested the Ninh Binh Provincial Investment and Construction Project Management Board No. 1 and the construction contractor to be highly determined to accelerate the construction progress while ensuring quality, safety, and the synchronous completion of all items and auxiliary works, so as to bring the project into effective operation and use as directed by the Prime Minister, creating a solid foundation to attract investment and contributing to the successful achievement of socio-economic development goals in 2026 and the following years.
