In the first 8 months of 2025, the Tax Department of 3 Khanh Hoa provinces has made efforts to collect the state budget and achieved impressive results. The unit strives to complete the highest revenue estimate for 2025, contributing to stabilizing the business environment and promoting local socio-economic development.

In the first 8 months of 2025, the Tax Department of 3 Khanh Hoa provinces has made efforts to collect the state budget (NSNN) with impressive results. The unit strives to complete the highest revenue estimate for 2025, contributing to stabilizing the business environment and promoting local socio -economic development.

Main source of revenue from land use fees

According to information from the Tax Department 3, the estimated state budget revenue for the first 8 months of 2025 is about 392 billion VND, reaching 97% of the ordinance estimate, an increase of more than 85.3 billion VND (equivalent to an increase of 28%) over the same period in 2024. In particular, revenue from land use fees accounts for a large proportion and has a sudden increase, mainly thanks to the Provincial People's Committee's early approval of the 2025 land use plan, creating favorable conditions for localities to carry out land allocation procedures and change land use purposes. In addition, people's desire to complete land-related procedures before the time of administrative unit arrangement has contributed to speeding up progress and increasing revenue. In addition to the sudden factor from land, the efforts to maintain operations and comply with tax obligations from enterprises have significantly contributed to the local state budget revenue results.

Mr. Ho Dac Phuong - Director of Chau Thanh NT Petroleum Trading and Service Company Limited (Suoi Hiep Commune) said that despite facing many difficulties due to fluctuating prices, increasing costs, decreasing purchasing power and difficulty in accessing loans, the company still tries to maintain a stable supply for the market and fully comply with tax obligations. The company hopes that the Tax Department will continue to upgrade its technology system and increase direct dialogue with businesses, especially in specific fields such as petroleum, to promptly resolve difficulties.

Mr. Vo Ngoc Han - Deputy Director of the Green Life Agricultural Tourism Cooperative (Dien Lam commune) shared: “The cooperative operates in the field of cultivation and livestock breeding combined with the development of experiential agricultural tourism. Although it was only established in 2022, we always try to balance the goals of economic and community development. Besides, we also fully comply with tax policies. However, businesses still face many difficulties, especially in terms of capital, high material prices, product output and new experiential tourism activities. Therefore, we hope that the Tax sector will have more separate policies to support agricultural cooperatives and increase training at the grassroots level so that small units with limited accounting staff can easily grasp and apply tax regulations correctly. From there, the units will promote production and business efficiency, nurturing revenue sources for the State budget".

Strive to achieve the highest revenue estimate

Although the collection results from the beginning of the year have been quite positive, the state budget collection work in the area still faces many difficulties and challenges because many small and medium enterprises are under great pressure from high input costs, inflation and new tax policy adjustments. On the other hand, the revenue source in the area still depends mainly on construction and mineral exploitation - a field that is easily affected by objective factors and lacks sustainability; tax debts tend to increase even though the tax authority has fully implemented enforcement measures. Not to mention, some enterprises with large debts have abandoned their business addresses, stopped operating or established new enterprises, causing difficulties in debt collection.

According to Mr. Tran Son Nam - Deputy Head of Tax Department 3, in order to complete the 2025 state budget revenue estimate, in the coming time, the unit will continue to closely follow the direction of the superiors, concretize it into a practical operation plan; strengthen the inspection of tax declaration records through the application of new technology, especially in the management of electronic invoices and tax risks. The unit has also resolutely implemented the work of tax debt management and enforcement, combining the urging of arising and irregular collection and handling of tax administrative violations. In particular, an interdisciplinary debt collection team has been established to improve the effectiveness of tax debt enforcement and collection, thoroughly handle cases of procrastination; focus on propaganda and mobilization of taxpayers to voluntarily comply with the law, handle violations in a deterrent manner but still maintain the spirit of support and companionship.

In addition, the unit has stepped up coordination with local authorities and sectors in revenue management such as: Strictly managing construction and mineral exploitation activities; coordinating with the State Treasury and project investors to promptly collect arising taxes; continuing to promote the application of information technology, reforming administrative procedures, and improving the capacity of staff to meet the requirements of tasks in the new situation. At the same time, proactively coordinating with all levels and sectors in revenue exploitation, preventing revenue loss and handling outstanding debts, ensuring transparent, fair and effective tax management.

Mr. Tran Son Nam said: “Along with increasing revenue, the 3rd Tax Department continues to effectively implement policies to support tax exemption, reduction and deferral for businesses and people in the area to remove difficulties and restore production and business activities. We strive to complete the 2025 State budget revenue estimate at the highest level, contributing to stabilizing the business environment and promoting local socio-economic development”.
