The timely first aid provided to the unconscious girl after a traffic accident by Lieutenant Colonel Lường Xuân Hùng and his colleagues not only helped the victim overcome a critical moment but also spread a positive image of a police officer who is close to the people and wholeheartedly serves them.

On the afternoon of May 31st, we met with Lieutenant Colonel Luong Xuan Hung, Deputy Head of the Political Affairs Department of the Phu Tho Provincial Police, who directly provided first aid to Vu Le Hong Hanh (born in 2011), residing in Viet Tri ward, Phu Tho province, in the accident that occurred on the afternoon of May 29th.

A video recorded by a local resident showing Lieutenant Colonel Luong Xuan Hung and Major Bach Tuan Anh, Deputy Head of the Public Order Police Team, Department of Administrative Management of Social Order, Phu Tho Provincial Police, participating in a rescue operation, has deeply moved many people.

Lieutenant Colonel Lường Xuân Hùng recounted that at the time, he was on his way from Việt Trì ward to Hòa Bình ward on official business. When he reached the beginning of Văn Lang bridge (Thanh Miếu ward), about 150-200 meters ahead, he saw a motorbike swerve and then fall onto the road. Just as he arrived, he saw the motorbike pinning two people underneath. One person had managed to get off the motorbike, but the other remained trapped. The motorbike was carrying two bags of rice. At that moment, several people on motorbikes traveling in the same direction stopped to help the victims and lift the motorbike.

Lieutenant Colonel Lường Xuân Hùng recounted how he provided first aid to Vũ Lê Hồng Hạnh, a young girl, after she was injured in an accident caused by a sudden tire blowout on her motorbike.

Seeing the situation, Lieutenant Colonel Luong Xuan Hung quickly parked his car and rushed to where the little girl was lying unconscious on the road. “When I ran over, I saw that she was starting to have mild convulsions. Fortunately, her mother was quick-witted and put her hand in her mouth to prevent her from biting her tongue. At that moment, I performed CPR and gently patted her face to try and wake her up because she was completely unresponsive,” Lieutenant Colonel Luong Xuan Hung said.

At the same time, Major Bach Tuan Anh was also present and quickly coordinated with Lieutenant Colonel Luong Xuan Hung to assist the victim. During first aid, Lieutenant Colonel Luong Xuan Hung repeatedly urged those around to call an ambulance. Someone suggested putting the child in the ambulance to take him away, but he believed that given the victim's condition, it was not advisable to move him hastily as it could cause shock or worsen the injuries.

Lieutenant Colonel Lường Xuân Hùng continued to provide first aid to the victim; at the same time, he reassured and encouraged Ms. Lê Phương Nam (the girl's mother) who was extremely panicked and repeatedly calling for help from those around her. After some time, Hạnh began to show signs of recovery, and her breathing gradually returned to normal. Seeing that the girl was breathing more steadily, he and those present at the scene felt somewhat relieved.

At that moment, the provincial police task force also arrived to assist in traffic management, as there was a large volume of traffic, mainly trucks and large vehicles. Just then, an ambulance from the hospital passed by the scene. It was carrying a critically ill patient requiring oxygen. People signaled the ambulance to stop. The medical team quickly got out to check the girl's heart rate, pulse, and breathing. They determined that her condition had stabilized, and her vital signs had returned to normal. The medical staff then proceeded to bandage her head wound.

Because the ambulance was already carrying a critically ill patient, it couldn't take anyone else. However, the medical team contacted another ambulance to the scene and instructed them to keep the child still, without lifting or moving her. Amidst the anxiety of relatives and many onlookers, Lieutenant Colonel Lường Xuân Hùng also asked everyone to move aside to allow the child to breathe freely. A few minutes later, the ambulance arrived, and he and his colleagues handed Hạnh over to the medical team before returning to their unit to continue their duties.

After his daughter was taken to Phu Tho Provincial General Hospital for emergency treatment and her health gradually stabilized, deeply moved by the timely actions and noble gesture of Lieutenant Colonel Luong Xuan Hung, Major Bach Tuan Anh, and the task force, Mr. Vu Xuan Cuong (Ms. Nam's husband) wrote a letter of thanks to the Phu Tho Provincial Police. In the letter, Mr. Cuong shared: “On the afternoon of May 29th, my wife and daughter were carrying sacks of rice from Ba Vi commune, Hanoi, back home. While traveling near Van Lang bridge, the motorbike suddenly had a tire blowout, causing both mother and daughter to fall onto the road. My daughter was thrown from the motorbike, suffered a head injury, and became unconscious. While the family was extremely worried and anxious, fortunately, the two police officers arrived in time and diligently provided first aid to my wife and daughter.”

This is one of many simple yet humane actions of the police officers of Phu Tho province, contributing to spreading the image of police officers who are "close to the people, understand the people, and serve the people".
