In recent years, the province has directed the Department of Agriculture and local authorities to focus on promoting the restructuring of crop patterns to avoid adverse weather conditions during the rainy and stormy season, contributing to increased income and improved living standards for farmers.
Focusing on promoting the transformation of crop structure, the province has decisively directed localities to consolidate land plots, plan concentrated commodity production areas suitable for each region and locality in the fields; and provide support with good seeds and pesticides that bring high economic efficiency.
Annually, according to the planting season, the Provincial People's Committee issues directives to the Department of Agriculture and Environment and the People's Committees of districts and cities to proactively develop production plans; and contact suppliers to ensure sufficient quantities of quality seeds to meet the planting needs of farmers.
Providing guidance to farmers on production techniques, applying science and technology to rice and vegetable cultivation and care, improving productivity and economic efficiency; encouraging farmers to produce organically and according to VietGAP standards, creating safe products, protecting health and increasing income; actively building production linkage models for the district's agricultural products.
To date, all 9 districts and cities in the province have planned and established concentrated commodity production areas. Areas previously dedicated solely to rice cultivation have now become zones for crop rotation between rice and vegetables, medicinal plants, fodder crops, export crops, and high-value fruit trees.
Based on the province's plan and direction, the agricultural sector has directed units and localities to guide and urge farmers to strictly adhere to the planting schedule according to the crop structure; at the same time, using the correct varieties according to the structure, ensuring the growth time according to the season, creating a foundation for winter crop production. Focusing on effectively implementing solutions for shifting the crop structure has helped to expand the area of extra-early, early, and main season rice crops.
According to the forecast of Vinh Phuc Meteorological and Hydrological Station, in the 2025 crop season, the ENSO phenomenon will remain in a neutral state with a probability of 75-85% from May to July 2025, and then continue to maintain a neutral state with a probability of 55-65% until October 2025.
Forecasts indicate the possibility of 8-10 storms and tropical depressions, with 2-3 directly affecting Vinh Phuc province. Heatwaves are likely to occur around mid-May 2025, with approximately 4-6 periods of intense heat, reaching maximum temperatures of 39-41°C. These heatwaves may last until early September (temperatures 0.5-1.0°C higher than the multi-year average). Rainfall is expected to be close to the multi-year average, however, extreme weather events are unpredictable.
Therefore, this year's crop production will face considerable difficulties. Accordingly, the province has directed localities to strongly shift the crop structure towards promoting the production of extra-early, early, and main-season rice, gradually reducing the area of late-season rice to avoid floods and storms.
Based on the province's plan and guidelines, right from the beginning of the season, the Department of Agriculture proactively coordinated with the People's Committees of districts and cities to direct and urge farmers to strictly adhere to the planting schedule according to the structure of each crop; at the same time, using the correct varieties according to the structure, ensuring the growth time according to the plan, creating a favorable foundation for winter crop production.
For the 2025 crop season, early-season rice is considered the province's main rice crop, and the Department of Agriculture is guiding farmers to use purebred rice varieties. For early-season rice, the following purebred varieties should be used: ADI28, ADI168, DT39 Que Lam, Son Lam 2, Ha Phat 3, Huong Binh, QR15, Tan Uu 98, TBR97…
The sowing season is from June 1st to 10th, with seedlings aged 10-15 days. For the mid-season crop, use varieties such as HT1, Son Lam 2, etc., sowing from June 10th to 15th, with seedlings aged 15-30 days.
For maize, use varieties such as NK4300, CP511, CP512, LVN61, SSC586, glutinous maize, sweet maize, etc., sowing season is from June 10-15. For soybeans, use varieties such as DT84, DT2008, DT2001, etc., sowing from June 1-10.
Vegetable crops and other annual crops should diversify their product range to meet market demands. Expand the area for safe vegetable production, promote the application of good agricultural practices (VietGAP), and encourage organic farming. Strengthen quality management and supervision from production to consumption.
The entire province aims to achieve 32,000 hectares of cultivated land in the 2025 crop season, including 23,300 hectares of rice and 14,500 hectares of winter crops (5,200 hectares of corn and 5,000 hectares of vegetables)... The total grain production is projected at 161.3 thousand tons; of which, the crop season will yield 128.8 thousand tons of rice and 7,600 tons of corn; and the winter crop will yield 26.96 thousand tons of corn. The percentage of high-quality rice cultivation area in the 2025 crop season is expected to reach 76% or higher.
Accordingly, the province is promoting the shift in crop structure towards expanding the area of concentrated cash crops with high quality and economic value, and a ready market; using high-yielding and high-quality crop varieties in production to increase productivity, lower production costs, and enhance added value.
Encourage all economic sectors to participate in the production and supply of seeds and materials for production in the province; organizations and individuals engaged in production should register planting area codes; create favorable conditions for businesses, cooperatives, and production groups inside and outside the province to connect and purchase products.
Strengthen the application of advanced techniques (border row rice planting, SRI, 3 reductions 3 increases, IPM, ICM, IPHM, VietGAP good agricultural practices, organic farming) right from the beginning of the season to ensure healthy plant growth, increased resistance to pests, diseases and unfavorable external conditions.
Promote the application of scientific and technological advancements and mechanization in production, especially in land preparation, planting, and harvesting, to reduce pressure on seasonal labor and lower product costs; develop models of organic farming, VietGAP, and use fertilizers efficiently.
Strengthening trade promotion activities to introduce agricultural products and create favorable conditions for product consumption... Striving for a total crop and winter crop value of 3,000 - 3,200 billion VND, an increase of 2.5 - 3.5% compared to the same period last year.
