On the afternoon of September 23rd, Mr. Le Anh Tuan, Deputy Minister of Transport, held a working session with the People's Committee of Dong Nai province regarding the progress of compensation and land clearance for the Bien Hoa - Vung Tau expressway section passing through Bien Hoa city, Dong Nai province.

Deputy Minister Le Anh Tuan requested that Dong Nai province promptly hand over the land for the expressway construction.

According to the leaders of Dong Nai province, the Bien Hoa - Vung Tau expressway project through Dong Nai is 34.2km long and is divided into two component projects, 1 and 2.

Accordingly, component project 1, spanning 16km (passing through Bien Hoa and Long Thanh district), requires the acquisition of approximately 137.64 hectares of land. Component project 2, spanning 18.2km and passing through Long Thanh district, requires the acquisition of a total of 176.74 hectares of land (including the connecting road between T1 and T2 sections of the Long Thanh airport project, approximately 25.16 hectares).

To date, for the section passing through Bien Hoa City, the total number of households whose compensation plans have been approved and are subject to payment is 585, covering an area of ​​over 22.8 hectares. 193 households, with over 11 hectares, have already received compensation, reaching a rate of over 48.5%.

Regarding land handover, the total area handed over on the ground is nearly 26.4 hectares, reaching over 44.3% of the project's land acquisition area and over 72.5% of the area for which the compensation plan has been approved.

Regarding the resettlement process in Bien Hoa City, 351 cases have been submitted for resettlement and housing arrangements in four phases. The resettlement process is expected to be completed in September 2024.

Construction of component 1 of the Bien Hoa - Vung Tau expressway project is facing difficulties regarding earthworks.

Regarding the relocation of technical infrastructure, the relocation of two new 220kV line tower foundations is expected to commence in October 2024.

Regarding the disbursement of public investment capital for the project, the capital plan for 2024 allocated over 1,367 billion VND. Cumulative disbursements up to the end of August 2024 reached over 609 billion VND, achieving a rate of 44.6%.

During the meeting, the units also stated that they are continuing their efforts to clear the land as quickly as possible to facilitate construction. They also highlighted the difficulties caused by continuous storms in September, which affected sections of the road and hampered construction.

Deputy Minister of Transport Le Anh Tuan acknowledged the local authorities' efforts in land clearance and construction of the Bien Hoa - Vung Tau expressway. However, the project's progress remains slow, primarily due to land clearance issues.

The Deputy Minister of Transport suggested that Dong Nai province should pay more attention to the land clearance work for the project, as this is a crucial point regarding the project's progress. The locality needs to concentrate maximum human resources to accelerate land clearance. Along with that, they should work with ministries, agencies, and units to expedite the procedures for granting permits for soil mining in order to speed up construction progress.
