The benefits of using chip-embedded citizen identification cards in resolving administrative procedures.

With its high level of security and ability to integrate various personal data, the chip-embedded citizen identity card (CCCD) has proven effective in reducing the need for citizens to carry multiple personal documents, making administrative procedures more convenient.

In March 2022, Bai Chay Hospital began implementing health insurance coverage for medical examinations and treatments using chip-embedded citizen identification cards.

When going for a follow-up examination at Bai Chay Hospital (Ha Long City), Mr. Nguyen Thanh Luan (Cam Pha City) no longer needs to bring his paper health insurance card, but only his chip-embedded citizen identification card. With the data system already interconnected between the Ministry of Public Security , the Ministry of Health, and the Vietnam Social Security Agency, Mr. Luan's medical examination and treatment information is searched and updated by the medical facility in the same way as when using a paper health insurance card.

"Previously, when I went to the doctor, I had to bring at least two types of documents, but now I only need my chip-embedded citizen identification card. I find it very convenient when dealing with procedures at the hospital," Mr. Luan shared.

The chip-embedded citizen identification card, replacing the paper health insurance card, offers many benefits to citizens by saving time on registration procedures for medical examinations and treatment, such as: not having to present a paper health insurance card, not having to apply for a replacement in case of loss, damage, or expiration of the card...

Currently, chip-embedded citizen identification cards (CCCD) are replacing health insurance cards not only at the provincial level but also at district-level medical facilities. In 2022, 206 health insurance medical examination and treatment facilities implemented procedures using chip-embedded CCCD cards (reaching 93.2%), with 194,455 health insurance information lookups using chip-embedded CCCD cards for medical examination and treatment, and 125,448 successful lookups (64.5%).

BIDV Quang Ninh branch has implemented the use of chip-embedded citizen identification cards for depositing and withdrawing money through multi-functional automated teller machines.

Along with the health sector, the banking sector is currently coordinating with the police to implement cash deposits and withdrawals at ATMs using chip-embedded citizen identification cards (CIDs). Recently, the Quang Ninh Police Department collaborated with the BIDV Quang Ninh Branch to deploy the use of chip-embedded CIDs for deposits and withdrawals through BIDV Ezone transaction points and automated teller machines (CRMs).

Ms. Tran Thu Huong (Tran Hung Dao Ward, Ha Long City) shared: "Previously, to deposit cash into my account, I had to go to a BIDV branch to complete the procedure, but now I can use my chip-embedded citizen identification card to deposit money at the bank's ATM. I find that the implementation of chip-embedded citizen identification cards to replace ATM cards has reduced the amount of paperwork I have to carry and the time spent on transactions."

Using chip-embedded ID cards for deposits and withdrawals will eliminate the need for people to carry multiple ATM cards at once, while also reducing the risk of fraud and saving them time. Withdrawals will only be processed after facial/fingerprint verification, thus increasing security.

To facilitate and reduce inconvenience for citizens in carrying out administrative procedures, on January 1, 2023, paper household registration books and temporary residence books were replaced with electronic data integrated into the chip-embedded Citizen Identification Card (CCCD). Accordingly, when carrying out administrative procedures and civil transactions, citizens can use the chip-embedded CCCD as a legal document to prove their personal information and permanent residence when encountering difficulties such as having their household registration book revoked or not being issued a new one. When citizens present their chip-embedded CCCD, competent agencies, organizations, and individuals are not allowed to request any other documents.

Colonel Vu Hong Phuong, Deputy Head of the Administrative Management and Social Order Police Department (Provincial Police), said: Chip-embedded citizen identification cards can store more information and integrate necessary data such as health insurance, social insurance, taxes, bank accounts, land, driver's licenses, and other valuable documents, creating convenience and ease for users. Therefore, chip-embedded citizen identification cards will help citizens carry out most transactions and administrative procedures without having to carry many types of documents, reducing time and costs, and preventing the forgery of documents, as well as the costs of notarizing traditional documents.
