Since the beginning of the implementation of the new rural construction, in addition to the investment of the State, all levels and sectors have promoted propaganda and mobilization to mobilize more social resources. However, the mobilization of social resources has largely stopped at mobilizing people. Mobilization from agencies, units and enterprises has been implemented but not regularly, extensively, and there has been no equal support among communes, especially pilot communes...
To further improve the effectiveness of mobilizing social resources in building new rural areas, on February 23, 2023, the Provincial People's Committee issued Decision 303 on assigning agencies, units, organizations, and enterprises to help and support communes in implementing the National Target Program on building new rural areas in the province for the period 2023-2025. Accordingly, the agencies, units, and 68 enterprises assigned under the decision have the task of both monitoring, guiding, and mobilizing social resources to support communes in implementation.
From 2023 to present, agencies, units and enterprises under Decision 303 have supported communes with 8.2 billion VND to build new rural areas. Of which, cash support is more than 3.6 billion VND; support in kind, labor, machine shifts and other forms converted into money is nearly 4.6 billion VND. |
Immediately after the decision was issued, agencies, units and enterprises quickly started implementing specific work contents. Mr. Hoang Viet Dong, Deputy Director of the Department of Construction, said: According to Decision 303, the Department of Transport (now the Department of Construction) was assigned to be the group leader of 10 agencies, units and enterprises to support communes in the old Huu Lung district to build new rural areas. To support the communes, the unit chaired and coordinated with agencies, enterprises and the People's Committees of the communes to organize meetings to review the actual needs, works and tasks that need to be done in the communes. From there, mobilized agencies, units and enterprises in the group to support the communes. From 2023 to now, the group has mobilized about 1.5 billion VND to support communes in the old Huu Lung district to build new rural areas.
In addition to direct cash support, a number of units and enterprises have supported communes with equipment, objects, and materials. Mr. Nguyen Van Sinh, Director of VVMI Construction Materials and General Trading Joint Stock Company, Hoang Van Thu Commune, said: The unit operates in the field of stone mining. When assigned to the group to support communes in building new rural areas, the unit actively joined hands and contributed to support the communes. In 2024 alone, the unit supported communes with crushed stone worth nearly 30 million VND to build roads and a number of other projects...
Along with the above units, other agencies, units and enterprises assigned to support communes in building new rural areas in the 2023-2025 period according to Decision 303 have proactively worked with supported communes to grasp the progress of building new rural areas and difficulties and obstacles in the implementation process, on that basis, mobilizing resources for support.
Specifically, from 2023 to present, agencies, units and enterprises under Decision 303 have supported communes with 8.2 billion VND to build new rural areas. Of which, cash support is more than 3.6 billion VND; support in kind, labor, machine shifts and other forms converted into money is nearly 4.6 billion VND. From the support resources of the units, they contribute to helping communes implement projects and tasks related to traffic criteria, cultural facilities, residential housing... As of June 2025, in the province, there are 106/175 communes meeting new rural standards, including 28 advanced new rural communes, 10 model new rural communes; on average, each commune in the province meets 15.21 new rural criteria.
From July 1, 2025, the province will implement a 2-level local government model. After the rearrangement, there will be 61 communes and 4 wards in the province. Determining that building a new rural area has only a starting point and no end point, after rearranging the communes, relevant levels and sectors in the province will start reviewing and assessing the current status of the new rural area to continue to have solutions to build the new rural area in the next phase. Believing that with the close direction of all levels and sectors and the cooperation and contribution of people and businesses, in the coming period, the implementation of building the new rural area in the province will continue to achieve many positive results. Thereby contributing significantly to the successful implementation of the common socio -economic development goals in the area.
