Maintain the mindset of 2022.

Looking back at 2022, despite numerous difficulties and challenges in operational planning, organizational structure, staff, and limited operating funds, thanks to the attention and support of Party committees and authorities at all levels, and the close guidance of the Party Committee, Executive Committee, Standing Committee, and the Standing Board of the Vietnam Journalists Association , the Association at all levels, from the central to local levels, has strived, united, and innovated to successfully complete its political tasks and achieve very encouraging results.

Journalist Nguyen Duc Loi - Standing Vice President of the Vietnam Journalists Association - affirmed: “ The Association's activities have undergone many positive changes, becoming more in-depth and contributing to further enhancing the position, role, and effectiveness of the political , social, and professional organization of journalists. Maintaining the mindset of 2022 and continuing to innovate in each activity, all tasks will be completed, all difficulties will be overcome, contributing to the successful implementation of the Resolution of the 11th Congress, creating momentum for a prosperous and sustainable journey throughout the term .”

With that mindset, the Association, from the central to local levels, has upheld the tradition of solidarity, innovation, and creativity, and the leadership role in fulfilling political tasks, creating positive changes in the organization's activities. As a result, key and prominent events in 2022 were successfully organized, the Association's activities at all levels became increasingly professional and in-depth; and the role and prestige of the Vietnam Journalists Association were further strengthened in journalistic and social life.

In the new context of many intertwined challenges, the activities of the Association at all levels still have some shortcomings and limitations that need to be overcome, such as: The fact that the competent authority has not yet approved the Charter of the Vietnam Journalists Association, which was adopted by the 11th Congress of the Vietnam Journalists Association, has caused difficulties and obstacles for the activities of the Association at all levels.

Regarding the organizational structure of the Provincial/City Journalists Association, there is no uniformity, with four models: a full-time Chairman and a part-time Vice Chairman; a part-time Chairman and a full-time Vice Chairman; a full-time Chairman and Vice Chairman; and a part-time Chairman and Vice Chairman.

At some levels of the Association and in media agencies, violations of the law and professional ethics by journalists have occurred, resulting in disciplinary action, revocation of journalist cards and membership cards, and expulsion from the Vietnam Journalists Association.

Inspection and supervision have not been carried out regularly and rigorously, thus failing to promptly prevent and strictly handle violations. Coordination in managing and supervising the activities of members who are resident reporters in some media organizations has not been strictly implemented. Media organizations continue to implement the National Plan for the Development and Management of the Press until 2025, leading to changes in organizational structure and membership numbers; significantly affecting the aspirations and expectations of members…

Faced with many pressing issues in the work of the Association and in the field of journalism, the National Conference summarizing the Association's work is an opportunity to review, reassess, address shortcomings, and set directions for 2023.

According to information from the Organizing Committee, the Conference will implement many tasks, focusing on discussing and agreeing on lessons learned and proposing practical solutions to effectively implement Directive No. 43-CT/TW of the Party Central Committee; the Press Law and the National Plan for the Development and Management of the Press until 2025; guidelines for the activities of members who are resident reporters in localities; the 10 Articles of the Code of Professional Ethics for Vietnamese Journalists; the Rules for the Use of Social Media by Vietnamese Journalists; the Set of Criteria for the Culture of Press Agencies and the Culture of Vietnamese Journalists; and continuing to innovate and promote the activities of the Association, expanding the effectiveness of the emulation movement in 2022 and throughout the term.

In addition, the Conference will commend and reward outstanding individuals and new initiatives in the activities of the Vietnam Journalists Association at all levels in 2022. It will also enhance the awareness and capacity of the Association at all levels in managing and directing the press and Association activities. Furthermore, it will guide the Journalists Association at all levels in implementing high-quality press support programs in 2023…

Continue to innovate and innovate decisively.

2023 was identified as a year of continued and radical innovation in the Association's activities. This is because 2023 was the second year that the Association's organizations implemented the Resolution of the 11th Congress of the Vietnam Journalists Association, the Resolutions of the Executive Committee, and the entire term's work program for 2020-2025, aiming to continuously enhance the role and quality of the Vietnam Journalists Association's activities in the new era, contributing practically and effectively to the successful dissemination and implementation of the Resolution of the 13th National Congress of the Party. This year also saw the Journalists' Association at all levels continue to implement Directive 43 of the Central Party Secretariat on strengthening the Party's leadership over the activities of the Vietnam Journalists' Association in the new situation, the National Plan for the Development and Management of the Press until 2025, regularly consolidating and reviewing the organization and members of the Association, protecting the legitimate rights and interests of members, and promptly rectifying and handling violations by the Association and its members.

Furthermore, the context of integration trends, the development of digital technology, especially the pressure of information competition from social media and other communication platforms, necessitates digital transformation for the press and media. This also creates new demands in the work of the Association, particularly the participation of all levels of the Association in supporting press agencies in implementing digital transformation, especially in training and professional development. Accordingly, the leadership and management of the Executive Committee and Standing Committee of the Association will continue to innovate its operational methods, focusing on grassroots levels, with clear priorities, thoroughness, and decisiveness. Discipline and order will continue to be strengthened, and issues arising in the practical operation of the Association will be proactively identified and addressed promptly.

As journalist Nguyen Duc Loi emphasized: “ If we want to innovate further, we must first remove the difficulties and obstacles. In the coming time, we hope to soon have the Charter of the Vietnam Journalists Association for the 11th term approved; we propose the early amendment, supplementation, and promulgation of legal documents to institutionalize the Party's new orientations on mass organizations assigned tasks by the Party and the State. In particular, we hope that relevant agencies will issue regulations to ensure uniformity in the organizational structure and staffing of local Journalists Associations, and recognize local Journalists Associations as specialized associations because there is currently no uniformity at the local level… On the other hand, we will continue to pay more attention to the implementation of the 10 regulations on professional ethics and the conventions on the use of social media by members and journalists. In particular, the launching of emulation movements and the signing of commitments to build a cultured environment in press agencies will continue to be promoted and spread further…”

At the National Conference summarizing the Association's work in 2022, there will undoubtedly be many heartfelt and responsible contributions with practical solutions from delegates, aiming for a truly prosperous and innovative 2023.
