On the afternoon of July 27th, the Provincial People's Committee, in coordination with the Ho Chi Minh National Academy of Politics, organized a seminar entitled "Continuing to innovate and reorganize the organizational structure in the political system at the district and commune levels in Thai Binh province; some current theoretical and practical issues." The seminar was chaired by Associate Professor Dr. Duong Trung Y, Deputy Director of the Academy; and Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee.

In his opening remarks, Comrade Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, affirmed: In recent years, the Thai Binh Provincial Party Committee, People's Council, and People's Committee have focused on decisively leading and directing the implementation and dissemination of tasks and solutions to departments, agencies, district and city People's Committees, and affiliated public service units regarding streamlining the apparatus, reducing staffing levels, restructuring the workforce of officials and civil servants; and managing, recruiting, and utilizing officials and civil servants, achieving some positive results. The province has completed the arrangement and consolidation of specialized agencies at the provincial and district levels and internal units in the direction of reducing the number of units, minimizing intermediate levels, and reducing the number of deputy positions. One specialized agency under the Provincial People's Committee has been reduced; 13 departments and equivalent units under the departments have been reduced; 3 boards and sub-departments under the departments have been reduced; and 19 departments under the boards and sub-departments have been reduced. Reorganization has been carried out for 47 commune-level administrative units, resulting in the establishment of 21 new commune-level administrative units, reducing the number of commune-level administrative units by 26. The number of villages and residential areas reduced after the merger is 280, achieving a rate of 13.5%. To date, the entire province has reduced 229 public service units compared to 2015, achieving a rate of 21.7%. From 2015 to the present, the province has reduced 7,185 personnel, exceeding the target for personnel reduction as stipulated (10%), contributing to improving the effectiveness and efficiency of agencies and organizations, and reducing recurrent expenditures from the state budget.

The comrade also emphasized several key tasks for the province in the coming period to continue effectively implementing Resolutions No. 18 and 19 of the Central Committee of the Party (12th term) on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient; and continuing to innovate the organizational and management system, improving the quality and efficiency of the operation of public service units.
At the workshop, delegates spent most of their time exchanging and discussing to further clarify some of the achievements in the reform and restructuring of public service units and state management agencies at the district and commune levels in the province over the past period; pointing out lessons learned and some practical issues; and proposing many solutions to continue effectively implementing the reform and restructuring of the organizational apparatus in the province's political system in the future.

Concluding the workshop, Associate Professor Dr. Duong Trung Y, Deputy Director of the Academy, highly appreciated the results that Thai Binh province has achieved in the 5 years of implementing Resolutions No. 18 and 19 of the Central Committee of the Communist Party of Vietnam (12th term); especially the lessons learned which are not only of specific value but also of high universal value, and can be studied and applied in many places.
Regarding the current practical issues, the comrade suggested that members of the Academy's working group coordinate with the provincial departments and agencies to research and find solutions to overcome them. Based on that, they should continue to effectively implement the reform and reorganization of the political system's apparatus in the coming period, ensuring a streamlined, effective, and efficient operation.
