Prime Minister Pham Minh Chinh chaired the 7th meeting of the Steering Committee for Government Streamlining.

On the morning of January 2nd, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on "Reviewing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient," chaired the seventh meeting of the Steering Committee.

Also attending were Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, and Bui Thanh Son; and ministers who are members of the Steering Committee.

According to the Steering Committee, to date, all 30 ministries, ministerial-level agencies, and government agencies have submitted plans for organizational restructuring and reports summarizing the implementation of Resolution No. 18-NQ/TW as requested by the Central Steering Committee and the Government Steering Committee.

The Government Steering Committee issued a document guiding the People's Committees of provinces and centrally-administered cities to organize and arrange the organizational structure of the political system at the local level, basically ensuring progress and requirements are met.

After the members discussed and agreed on several points to further supplement and refine the report to be submitted to the Central Steering Committee, concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, acknowledged the high spirit and responsibility of the Steering Committee members; and requested the Ministry of Interior - the permanent agency of the Steering Committee - to incorporate and listen to the valid opinions of the Steering Committee members, and further refine the document before reporting to the Central Steering Committee and the Politburo.

The Prime Minister commended the ministries and agencies for promptly advising and submitting to the Government for promulgation three decrees related to policies and remuneration regimes for cadres, civil servants, public employees, and members of the armed forces in implementing the reorganization of the political system's apparatus; and policies to attract and utilize talented individuals to work in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and socio-political organizations.

Ministries, ministerial-level agencies, and government agencies shall review legal documents to amend and supplement regulations in accordance with the activities of ministries and agencies after the reform and reorganization of the organizational structure; and submit draft Decrees stipulating the functions, tasks, and powers of ministries and agencies.

The Prime Minister requested the Steering Committee and relevant ministries and agencies to continue reviewing, adjusting, and supplementing the content according to the evolving situation, based on the principle that the organizational structure must be streamlined, efficient, and effective; reducing intermediate steps and points of contact, and avoiding overlapping or neglecting functions, tasks, and powers.

Linking the reorganization of the administrative apparatus with streamlining and improving the quality of civil servants and public employees, and addressing outstanding issues within agencies and units; ensuring the legitimate rights and interests of officials, civil servants, public employees, and workers; and promptly submitting to the Government for promulgation a Decree on the management of public assets to provide a basis for handling issues related to public assets during the reorganization process.

Regarding the merger and the completion of tasks for some agencies and units, where there are still differing opinions, the Prime Minister requested that "what is mature, clear, proven correct in practice, effectively implemented, and agreed upon by the majority" should have its dossier finalized and submitted to the competent authority for decision; for issues that remain unresolved, further research should be conducted and appropriate solutions presented.

Regarding the restructuring of state-owned economic corporations and enterprises, the Prime Minister requested a review of successful models, best practices, and effective methods, and a study to select the optimal solution. He also emphasized that government-affiliated units and ministries must be assigned tasks and have management tools designed, including laws, mechanisms, policies, and tools for inspection and supervision, as well as personnel management; and that more power should be granted to the board of directors.

In this model, the government directly manages only a few strategic corporations that form the core and pillars of the national economy, acting as tools for the government's macroeconomic regulation; the remaining corporations and general companies are transferred to the management of various ministries.
