- On July 2, 2025, Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to evaluate the implementation results of Plan No. 116/KH-UBND dated April 21, 2025 of the Provincial People's Committee on implementing solutions, removing difficulties, obstacles, and handling investment projects in the province. Attending were Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, leaders of relevant departments and branches.
According to the report of the Department of Finance, after review, the whole province has 104 projects including: 87 non-budget projects, 13 public investment projects and 4 investment projects in the form of public-private partnership (PPP) that are behind schedule and have many problems. The Provincial People's Committee has issued Plan No. 116/KH-UBND on implementing solutions, removing difficulties, problems, and handling investment projects in the province with a total of 182 tasks assigned to departments, branches, People's Committees of districts, cities (now communes), and investors to speed up the progress of the projects.
By the end of June 2025, units had completed 131 tasks, accounting for 72% of the total number of assigned tasks; were performing within the deadline for 25 tasks, accounting for 13.7%; and had not completed (overdue) 42 tasks, accounting for 23.1% of the total number of assigned tasks (in the previous report, there were 60 overdue tasks).
Discussions at the meeting showed that the overdue tasks assigned by the Provincial People's Committee to units, investors and enterprises were mainly related to site clearance for projects; because investors did not seriously implement the direction of the Provincial People's Committee and did not coordinate with state management agencies to perform assigned tasks. Notably, there were many tasks under the responsibility of enterprises and investors, but enterprises did not implement the direction of the Provincial People's Committee; state management agencies monitoring the field were not resolute in advising the Provincial People's Committee to urge the implementation of the tasks assigned by the province to enterprises and investors; some tasks were completed but the implementation was not finalized, departments and branches need to review and re-evaluate...
Representatives of departments and branches proposed a number of solutions to speed up the implementation of tasks assigned by the Provincial People's Committee in Plan No. 116, such as: communes in the province need to coordinate with provincial departments and branches to completely resolve land clearance problems for enterprises and investors; proactively advise the Provincial People's Committee on the procedures for land recovery and handling of violations in land use, construction at the project, and land management after project recovery; continue to review tasks with set completion times of units to promote the removal of obstacles in project implementation.
In his concluding remarks at the meeting, the Chairman of the Provincial People's Committee acknowledged the efforts of the units in carrying out the assigned tasks according to Plan 116 of the Provincial People's Committee, and at the same time pointed out that for the tasks that were delayed, the responsibility primarily belonged to the heads of the departments and branches.
Regarding the upcoming tasks, he assigned the Provincial People's Committee Office to summarize the deadlines for resolving remaining tasks in projects with specific timelines as a basis for assessing the responsibility for implementation of departments and branches. For tasks that have been completed but not yet completely handled, the Department of Finance will review them to evaluate them in accordance with reality.
Relevant departments and branches continue to focus on accelerating the progress of the remaining tasks to resolve and completely remove obstacles and difficulties for the projects; at the same time, guide the communes to carry out the tasks for the work transferred from the district level to the commune level related to site clearance and construction.
Departments and branches continue to coordinate in organizing the implementation of tasks to meet quality requirements to support businesses and investors in completing project legal procedures according to regulations.
Regarding projects that have fully converged elements with signs of violations in land use and construction investment, departments and branches need to advise the Provincial People's Committee to strictly handle them according to the provisions of law.
Regarding the implementation of tasks of communes and wards in the coming time, departments and branches will review and support and guide communes in performing tasks (because previous district tasks are transferred to communes).
The Chairman of the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board and the Provincial Land Fund Development Center to receive tasks from the district level and immediately start performing tasks according to assigned functions and tasks to ensure that projects are not interrupted in organization and implementation.
