Standards for fishing vessel inspectors

The circular stipulates that fishing vessel inspectors are classified into three categories: Category III inspectors; Category II inspectors; and Category I inspectors.

The Minister of Agriculture and Environment issued Circular 02/2026/TT-BNNMT regulating the registration of fishing vessel inspectors; ensuring technical safety; registration and deregistration of fishing vessels, fisheries service vessels, and aquaculture service vessels; flagging and marking of fishing vessels and aquaculture service vessels; import of fishing vessels; classification of fishing ports; and announcement of opening and closing of fishing ports.

The circular stipulates that fishing vessel inspectors are classified into three categories: Category III inspectors; Category II inspectors; and Category I inspectors.

Vehicle inspection officer, class III

According to the regulations, the standards for a Class III vessel inspector are: Graduation from a college or university with a degree in one of the technical fields related to fishing vessels, marine vessels, electrical engineering, refrigeration, mechanical engineering, or manufacturing of equipment installed on ships; and possession of a certificate of professional training for Class III fishing vessel inspectors.

The duties of a Class III vessel inspector include inspecting and evaluating the annual technical condition of fishing vessels, fisheries service vessels, and aquaculture vessels; and inspecting and evaluating the technical condition of fishing vessels, fisheries service vessels, and aquaculture vessels on dry dock, periodically, according to their trained expertise.

Vehicle inspection officer, class II

Standards for Class II vessel inspectors: Graduation from a college or university in one of the technical fields related to fishing vessels, marine vessels, electrical engineering, refrigeration, mechanical engineering, or manufacturing of equipment installed on ships; having held the rank continuously for a minimum of 36 months since being granted a Class III fishing vessel inspector card; and possessing a certificate of professional training for Class II fishing vessel inspectors.

The duties of a Class II surveyor include: conducting annual inspections and assessments of the technical condition of fishing vessels, fisheries service vessels, and aquaculture vessels; appraising the technical design of new construction, modification, and restoration of fishing vessels, fisheries service vessels, and aquaculture vessels, as well as machinery and equipment installed on fishing vessels, fisheries service vessels, and aquaculture vessels according to their trained expertise; inspecting and assessing the technical condition of new construction, initial construction, dry dock construction, periodic modification, and emergency construction of fishing vessels, fisheries service vessels, and aquaculture vessels according to their trained expertise; and inspecting and supervising the manufacturing of materials, machinery, and equipment installed on fishing vessels, fisheries service vessels, and aquaculture vessels.

Class I Vehicle Inspection Officer

Standards for Class I vessel inspectors: Graduated from university or higher in one of the engineering fields related to fishing vessels, marine vessels, electrical engineering, refrigeration, mechanical engineering, or manufacturing of equipment installed on ships; held the rank continuously for a minimum of 36 months since being granted a Class II fishing vessel inspector card; possess a certificate of professional training for Class I fishing vessel inspectors.

The duties of a Class I surveyor include: conducting annual inspections and assessments of the technical condition of fishing vessels, fisheries service vessels, and aquaculture vessels; appraising the technical design for the construction, modification, and restoration of fishing vessels, fisheries service vessels, and aquaculture vessels, as well as machinery and equipment installed on fishing vessels, fisheries service vessels, and aquaculture vessels.

Inspect and assess the technical condition of newly built, initial, in-sink, periodic, modified, and emergency fishing vessels, fisheries service vessels, and aquaculture service vessels; participate in technical inspections and determine the causes of accidents involving fishing vessels, fisheries service vessels, and aquaculture service vessels.

In addition, the Circular also clearly stipulates that the inspection officer's card and technical seal will be revoked if they fall into one of the following cases:

Falsifying documents to obtain inspection certificates and technical seals for fishing vessel inspectors.

Fabricating inspection reports and intentionally falsifying technical inspection results.

Failure to comply with inspection procedures or regulations in the technical standards for fishing vessels, and related technical standards and regulations.

The head of the state management agency for fisheries under the Ministry of Agriculture and Environment has the authority and responsibility to revoke the registration cards and technical seals of fishing vessel inspectors in the aforementioned cases.
