A "pillar of support" for people to overcome difficulties and rise up.
Recently, at the beginning of summer, during a business trip to the mountainous communes of Quang Tri province, we visited the family of Mr. Le Hai Luu in Dong Le village, Dong Le commune. Mr. Luu recounted that his family's life used to be very difficult. Although the locality had favorable conditions for developing livestock farming and forestry, due to a lack of capital, the family could only worry about food. All their plans for economic development were left unfinished because they lacked the resources to invest.
The turning point came when the family accessed a 100 million VND loan from the Social Policy Bank's program for lending to households engaged in production and business in disadvantaged areas. With the capital in hand, he boldly invested in breeding cattle. "From just a few cows initially, the herd has now grown quite well, providing a stable income. Without the preferential loan from the bank, my family would hardly have the life we have today," Mr. Luu shared.
It's not just Mr. Luu's family; many households in the disadvantaged areas of Quang Tri province are experiencing daily changes thanks to preferential loans. In An Tiem village, Lao Bao commune, Mr. Dang Ba Nghia's bamboo rat farming model is also thriving thanks to bank loans.

Few people know that, before achieving success in raising bamboo rats, Mr. Nghia's family struggled with investment capital. After receiving a 100 million VND loan from the Huong Hoa branch of the Vietnam Bank for Social Policies (VBSP) under the program for lending to households engaged in production and business in disadvantaged areas, he boldly invested in cages, purchased breeding stock, and developed a systematic model. Currently, his family's bamboo rat farm is developing steadily, and its products are popular in the market due to their delicious meat quality. This model not only provides a decent income but also opens up a new direction for many local households. "Thanks to the policy-based capital, my family was able to realize our business idea. What's valuable is that the loan came at the right time when people needed it most," Mr. Nghia shared.
Stories like those of Mr. Luu's family or Mr. Nghia are no longer isolated cases in Quang Tri. Throughout mountainous and disadvantaged areas, policy-based credit is daily empowering people to develop their economies, create jobs, increase income, and gradually escape poverty sustainably.
In particular, the loan program under Decision No. 31/2007/QD-TTg of the Prime Minister on credit for production and business households in disadvantaged areas has proven effective. While previously the maximum loan amount was only about 30 million VND per household, from the end of 2023 to the present, the maximum loan amount has been raised to 100 million VND per person.

Increasing loan limits has enabled people to confidently invest in machinery, production materials, plant and animal breeds, and expand production scale. This is also an important basis for forming concentrated production models, contributing to promoting economic development in disadvantaged areas.
Improving credit quality and ensuring social security.
Not only the production and business loan program in disadvantaged areas, but many other policy credit programs in Quang Tri are also proving effective. Thanks to preferential capital, more and more models of developing forestry, livestock farming, crop cultivation, and rural industries are emerging, bringing stable income to the people.
To ensure the effective use of capital, the Social Policy Bank system in the area has closely coordinated with local authorities and entrusted socio-political organizations to ensure that people have convenient access to capital, targeting the right beneficiaries and adhering to regulations. Regular dissemination of information, guidance on application procedures, and promotion of credit policies have been carried out. As a result, many households in remote areas can access preferential capital more easily.

Ms. Tran Duc Xuan Huong, Director of the Vietnam Bank for Social Policies (VBSP) branch in Quang Tri province, said that after implementing the policy of merging administrative units, the branch proactively reviewed mechanisms and policies related to policy credit activities; closely coordinated with departments, agencies, and political and social organizations entrusted with the task to promptly advise the local Party committee, government, and the Board of Directors of the VBSP branch in Quang Tri province to issue regulations and directives on replacing, adjusting, and supplementing mechanisms and policies to ensure they are in line with the orientation and direction of the VBSP and suitable to the new situation.
At the same time, the branch continues to maintain transaction operations in 78 communes, wards, and special zones; and is fully preparing the necessary infrastructure and human resources to adapt to the two-tiered local government organizational model. "Our view is that we must ensure that policy credit activities are always close to the people, serving them promptly and effectively," Ms. Huong emphasized.
From the beginning of 2026 to May 2nd, 2026, policy credit activities in Quang Tri continued to record many positive results. The total capital reached 12,878 billion VND, an increase of 853 billion VND compared to 2025. Of which, capital mobilized from organizations and individuals reached 1,225 billion VND, completing 100.1% of the plan.
Loan disbursements reached VND 1,713 billion with 24,674 customers receiving loans; debt collection reached VND 866 billion. Total outstanding loans under credit programs reached VND 12,855 billion, an increase of VND 845 billion compared to the previous year.

Policy-based capital has supported the creation of jobs for nearly 7,079 workers; the construction of over 25,575 rural water supply and sanitation projects; support for 24 workers to work abroad; and helped many households borrow capital to build and repair houses and for their children to attend universities, colleges, and STEM fields. Notably, community-based transactions continue to be effectively maintained with an average transaction rate of 100%; a disbursement rate of 100%; a principal repayment rate of 99.68%; and an interest collection rate of 99.99%. These results demonstrate that the quality of policy-based credit in Quang Tri is increasingly improving, capital is managed tightly, and its effectiveness is clearly evident in practice.
Recently, during a working session with the Vietnam Bank for Social Policies (VBSP) branch in Quang Tri province, Mr. Duong Quyet Thang, General Director of VBSP, acknowledged and praised the unit's achievements over the past period. At the same time, the General Director also requested the branch to continue proactively advising local Party committees and authorities on the effective implementation of Directive No. 39-CT/TW of the Party Central Committee; Decision No. 1560/QD-TTg of the Prime Minister; and the plans of the VBSP Board of Directors. Specifically, it is necessary to strengthen the mobilization of local budget funds entrusted through VBSP to implement social welfare programs; continue to improve credit quality, strengthen inspection and supervision of loans, and ensure that funds reach the intended beneficiaries…
It can be affirmed that, in a region still facing many difficulties like Quang Tri, policy-based credit capital is playing a particularly important role in the journey of poverty reduction, ensuring social security and sustainable economic development. Thanks to these compassionate funds, many families have had the opportunity to change their lives, continuing to write stories of overcoming hardship with great determination in their homeland.
