The Ministry of Construction has just sent a document to the People's Committee of Da Nang City to provide comments on the application for approval of the investment policy for the overall construction investment project of Lien Chieu container port of the joint venture of investors Hateco Group Joint Stock Company - Hateco Seaport Company Limited (Hateco Port) - APM Terminals BV (Netherlands).

According to the Ministry of Construction, the proposal of the investor consortium is consistent with the Master Plan for the development of Vietnam's seaport system in terms of scale, port functions, and size of ships received.

The proposed location of the Project is also consistent with the planned location of the Container Port - Lien Chieu wharf area in the Detailed Plan for the development of land and water areas of Da Nang seaports in the period 2021-2030, with a vision to 2050.

The location and planned land use area (172.6 ha) of the Project are assessed by the Ministry of Construction as being consistent with the Project to Adjust the General Planning of Da Nang City to 2030, with a vision to 2045 approved by the Prime Minister ; Project to Plan the Lien Chieu Seaport Sub-area, scale 1/2000; Adjustment of the detailed planning of Lien Chieu Seaport and the coastal road connecting Lien Chieu Port, Da Nang City, scale 1/500.

Regarding the port area, the Ministry of Construction believes that the investor consortium proposed the port area in accordance with the area calling for investment in the List of overall construction investment projects of Lien Chieu Container Port approved by the People's Committee of Da Nang City in Decision No. 1563/QD-UBND dated May 29, 2025.

According to the representative of the Ministry of Construction, in Decision No. 886/QD-TTg dated July 24, 2023 of the Prime Minister approving the Plan to implement the Master Plan of the seaport system, the Lien Chieu Wharf Area Investment Project (Start-up Phase) is a project using enterprise capital that is prioritized for investment in the period up to 2030. Therefore, it is necessary to promptly implement the selection of investment in the Lien Chieu Wharf Area according to the Plan and the Plan to implement the Plan.

“Regarding investment efficiency, since this is a project using corporate capital for investment, the joint venture of investors is requested to carefully research, calculate, consider and take responsibility for the investment efficiency of the project,” the document of the Ministry of Construction stated.

In case the competent authority approves the project investment proposal and approves the investor according to the provisions of law, the Ministry of Construction requests the Joint Venture of Investors to base on the provisions of law on investment, construction investment and relevant provisions of law to establish the total investment of the Project to ensure accuracy and sufficiency as a basis for calculating the ability to mobilize and arrange capital sources in accordance with the progress of the Project implementation.

It is known that the Hateco - Hatecoport - APM Terminals BV consortium is the first investor to submit a proposal for the overall construction investment project of Lien Chieu container port to the competent State agency.

Accordingly, Hateco - Hatecoport - APM Terminals BV proposed to invest in the overall construction of infrastructure for 8 Lien Chieu container ports and auxiliary works, synchronous and modern technical infrastructure, meeting green port standards, international transit ports on an area of ​​about 172.6 hectares.

Of which, the land planning area is 146.84 ha (container port construction area is 136.71 ha; railway warehouse and concentrated parking area is 9.26 ha; connecting railway section is 0.6 ha; technical infrastructure area of ​​the hub is 0.27 ha); water area (water area in front of the wharf is 25.76 ha).

The Investor commits to implementing the Project according to the Detailed Planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021 - 2030, the Detailed Planning for the Development of Land and Water Regions of Da Nang Seaports for the period 2021-2030, with a vision to 2050.

Specifically, the Project will build 8 container ports with a total wharf length of 2,750 m, capable of receiving container ships with a capacity of up to 18,000 TEU, divided into 3 investment phases and can be adjusted depending on the demand for cargo volume and investment progress approved by the competent state management agency.

With a total designed capacity of about 5.7 million TEUs/year (equivalent to about 74 million tons/year), of which the capacity by 2030 will be from 14.25 - 36.3 million tons/year, the Project will have a total investment of up to 45,268 billion VND. This is the largest investment scale for a seaport investment, business and exploitation project ever implemented in the Central region.

The total expected charter capital of the Economic Organization to implement the entire Project is VND 9,053.6 billion, equivalent to USD 351.596 million, equivalent to 20% of the total investment capital of the entire Project. The registration and contribution of charter capital of the Economic Organization implementing the Project will be carried out by investors/shareholders in proportion at each stage according to the investment phase of the Project.

The Hateco - Hatecoport - APM Terminals consortium proposed to divide the project into 3 phases, in which phase 1, with progress from the fourth quarter of 2025 to the fourth quarter of 2028, will build bridges 1 and 2, 750 m long, for 100,000-ton ships (first phase) and for 200,000-ton ships (completion phase), synchronous auxiliary works (43.46 ha); leveling the railway yard and concentrated parking lot (9.26 ha); investing in the connecting railway section (0.6 ha), the railway yard and the technical infrastructure area (0.27 ha); dredging the water area in front of the wharf and the connecting water area with an area of ​​7.5 ha.
