Faced with the demands of the country in the new era, the Central Committee of the Vietnam Fatherland Front has made important organizational changes towards greater efficiency and effectiveness, with the ultimate goal of better caring for the people's lives.

The revolution streamlined the Front's apparatus.

2025 marks a significant milestone, a "revolution" in the organizational structure of the Fatherland Front system. Following Decision No. 304-QD/TW dated June 10, 2025, of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front, on June 27, 2025, the National Assembly passed a law amending and supplementing several articles of the Law on the Vietnam Fatherland Front.

Accordingly, Clause 2 of Article 5 of the law is amended to stipulate: "Political and social organizations (including the Vietnam Trade Union, the Vietnam Farmers' Association, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Veterans' Association) and mass organizations assigned tasks by the Party and the State to be directly under the Vietnam Fatherland Front shall be organized and operate uniformly within the Vietnam Fatherland Front."

According to Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front: "This is the highest political determination, a strategic step to realize the guiding viewpoint of the Central Committee, the Politburo, the Secretariat, headed by the General Secretary , on a streamlined political system that operates effectively and efficiently, meeting the urgent requirements for the country to confidently enter a new era - the era of the Vietnamese nation's rise."

From July 1, 2025, following the restructuring, the Central Committee of the Vietnam Fatherland Front will have 29 subordinate departments and units established by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, which will define their functions and tasks. At the provincial level, all provincial Fatherland Front committees will establish specialized departments in accordance with the guidelines in Regulation No. 301-QĐ/TW dated June 9, 2025, of the Central Party Secretariat. At the commune level, the Standing Committees of the Vietnam Fatherland Front in provinces and cities have issued decisions recognizing the positions within the Standing Committees of 3,321 communes, wards, and special zones, ensuring timely implementation and stable operation of the two-tiered local government model as prescribed.

Chairwoman of the Central Committee of the Vietnam Fatherland Front, Bui Thi Minh Hoai, affirmed that this streamlining helps make the "common home" of the Front more stable, creating a genuine synergistic strength where the voices of all strata of the people, from workers, farmers, intellectuals to religious followers and Vietnamese people abroad, are heard and synthesized in the quickest and most effective way.

When socio-political organizations come together under the "roof of the Fatherland Front," they will better fulfill their role as a bridge between the Party, the State, and the people; promptly reflect the legitimate aspirations and concerns of all strata of the people, and participate more deeply in the process of social supervision, criticism, and policy making.

No one should be left behind.

From the unified bloc of the Vietnam Fatherland Front, upon returning to the "common home," the spirit of national solidarity and mutual support continues to spread strongly throughout the country and is most clearly demonstrated during times when people in many provinces and cities face difficulties and losses due to natural disasters, storms, and floods.

In 2025, in response to the damage caused by natural disasters, storms, and floods, the Presidium of the Central Committee of the Vietnam Fatherland Front launched a campaign and called for the joint support of people nationwide, overseas Vietnamese, and the international community to help overcome the damage caused by Typhoon Yagi (Typhoon No. 3), raising over 5,300 billion VND.

In support of those affected by Typhoon Bualoi (Typhoon No. 10) in 2025 and flood victims in Central Vietnam, over 4,200 billion VND has been allocated to affected localities and individuals. The transparency and openness in fundraising and support efforts have received recognition and support from the entire society.

Approximately 405 individuals are expected to participate in the 11th Central Committee of the Vietnam Fatherland Front.

Looking ahead to the 2026-2031 term, the personnel plan of the Central Committee of the Vietnam Fatherland Front has been meticulously developed. According to Ms. Ha Thi Nga, Vice Chairwoman and General Secretary of the Central Committee of the Vietnam Fatherland Front, the projected number of members for the 11th term is 405, ensuring the required number, structure, and composition as outlined in the plan. The proportion of women is 21.4%; non-Party members is 46.6%; ethnic minorities account for 25.1%; and religious representatives account for 16.2%.

The expected number of members participating in the Presidium of the Central Committee of the Vietnam Fatherland Front is 72, with 18.6% being women; 14.6% being non-Party members; 16% being ethnic minorities; and 6.6% being religious representatives.

Regarding personnel matters, Mr. Nguyen Van Than, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, and Chairman of the Vietnam Association of Small and Medium Enterprises, expressed agreement with the proposed plan, emphasizing the need to ensure quality, continuity, and the reasonable addition of new members. However, Mr. Than suggested researching the expansion of the number of members of the Presidium, and considering the addition of representatives from some departments and units under the Central Committee of the Vietnam Fatherland Front to enhance representation and operational efficiency.

The role of the Fatherland Front is also demonstrated in fostering the spirit of "mutual support" and sharing among the people in the flood-affected areas. Accordingly, in response to the "Quang Trung Campaign," along with the police and military forces, grassroots Fatherland Front officials and political and social organizations mobilized members to work together to complete houses so that people in the flood-affected areas could quickly stabilize their lives.

Besides allocating over 280 billion VND to the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong to participate in the construction and repair of houses, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has proposed to the Prime Minister to implement a support package for 34,579 households with house repairs and 4,000 households with new house construction in the "Quang Trung Campaign"; support for 100,000 households affected by storms and floods in 9 central provinces; and support for 1,616 households whose houses collapsed, were destroyed, or swept away by floods due to natural disasters and storms from the beginning of 2025 in 18 provinces and cities with a total implementation cost of 479.725 billion VND.

In addition, the Vietnam Fatherland Front, in coordination with central and provincial/city agencies, organized a tribute to over 14,000 wounded soldiers, sick soldiers, volunteer youth, and civilian workers on the front lines on the occasion of the 70th anniversary of the Dien Bien Phu victory. Responding to the "For the Poor - Leaving No One Behind" emulation movement launched by the Prime Minister, the Vietnam Fatherland Front Committee and its member organizations at all levels mobilized resources to help the poor, those facing difficulties, and the vulnerable.

The Vietnam Fatherland Front Committees at all levels have mobilized nearly 20,000 billion VND for the "For the Poor" Fund and social welfare programs. The methods of mobilization and assistance have been innovative, with the Fatherland Front both mobilizing support resources and guiding businesses, organizations, individuals, and philanthropists to directly support the poor; and coordinating so that each socio-political organization can assist households in achieving sustainable poverty alleviation.

In 2025, the efforts of the Vietnam Fatherland Front system will contribute to the Government and all levels and sectors in completing the elimination of 334,234 temporary and dilapidated houses; mobilizing over 24,700 billion VND and more than 2.7 million man-days of support. The goal of building 5,500 "Great Solidarity" houses for ethnic minorities and poor households in Dien Bien province and some provinces in the Northwest region will be completed ahead of schedule.

In addition, the Vietnam Fatherland Front at all levels has practically organized activities to express gratitude and repay kindness, visited and cared for policy beneficiary families and people with meritorious services, mobilized support for education, promoted learning and talent development, developed human resources, cared for the health of the people and the elderly, participated in social insurance and health insurance, and built warm and happy families.

Entering a new phase, the draft Political Report to the 11th National Congress of the Vietnam Fatherland Front, for the 2026-2031 term, has set forth objectives for social welfare work. Specifically, during the term, the Vietnam Fatherland Front Committees at all levels strive to mobilize over 50,000 billion VND from society for social welfare activities, supporting 23 communities: assisting the poor, people in disaster-stricken areas, those affected by epidemics and incidents, and vulnerable and disadvantaged groups; and building and repairing essential public works.

The goal for this term is for 100% of provincial-level Vietnam Fatherland Front Committees to implement at least one pilot model on community welfare; and for 100% of commune-level Vietnam Fatherland Front Committees in each locality to have at least one community welfare model (supporting poor and near-poor households, families affected by natural disasters, epidemics, incidents, and disadvantaged and vulnerable groups in society).

Regarding the organization and widespread development of programs and movements for the poor, Mr. Tran Viet Anh, a member of the Presidium of the Central Committee of the Vietnam Fatherland Front, proposed that the grassroots level of the Vietnam Fatherland Front focus on launching movements and mobilizing the participation of all business communities, people, and social organizations to implement the program to support 1 million social housing units for the poor and those in difficult circumstances.
