The contest aims to promote the spirit of creativity, entrepreneurship and innovation among young people, cadres, civil servants and public employees; promote awareness and skills of digital transformation, application of new technology to work, study and life, especially in administrative reform, providing online public services; discover, honor and replicate typical ideas, young talents, and typical examples; create inspiration and motivation for young people and young cadres to continue to study, create, dedicate and contribute to the cause of building and developing Bac Ninh province in the new period.

The competition is organized into 2 groups. Group A is for Youth Union members, students inside and outside the province who have initiatives and creative startup ideas and want to start a business in Bac Ninh; young entrepreneurs, business owners, production and business establishments in the province who are of young age (age not over 40 years old).

Contestants can register ideas, works, and start-up projects in all sectors, fields of production, business, and services. Encourage ideas, works, and start-up projects in sectors and fields following the development orientation of the province and applying technology such as: New technology, information technology, biotechnology, automation technology, green technology, clean technology, environmental protection technology, new energy technology, new material technology and other types of high, modern, advanced technology to create quality products and services, high-tech agriculture ...

According to the Plan, the preliminary assessment period is from September 16, 2025 to September 22, 2025.

The final round will be held online, scheduled to take place on September 29, 2025.

Table B of the Competition will be for union members, young people who are cadres, civil servants, and young public employees of provincial departments, branches, sectors, and organizations; agencies and public service units; ward and commune-level cadres and civil servants; young cadres working in the fields of administrative reform, information technology, and online public services; and members of youth volunteer teams supporting online public services at the grassroots level.

The contest content focuses on answering questions related to the Party and State's policies and guidelines on digital transformation; Law on civil servants and public employees; Code of conduct for civil servants and public employees working in the local government apparatus, Office culture regulations at State administrative agencies; Labor Law; Social Insurance Law; Vietnam Youth Development Strategy for the period 2021-2030; skills to support people in accessing online public services, communication to improve digital capacity for young people, the "Digital Education for All" movement, etc.

Candidates use computers to create accounts and take online tests on the website www.myaloha.vn.

According to the Plan, the qualifying round will take place from September 15 to September 24, 2025.

The final round is scheduled to be held on September 29, 2025 at Bac Ninh Provincial Youth Union.
