The Basmanny court stated that Budanov is charged with 104 different counts of "terrorism." The order was issued in absentia, but if Budanov is extradited to Russia or arrested by Russian law enforcement, he will be detained for at least two months for investigation.

Earlier, in early October, the Russian Investigative Committee identified Budanov as one of four suspected masterminds behind more than 100 "terrorist attacks" involving drones targeting Russian civilian infrastructure.
Furthermore, another ruling issued by the Lefortovo district court in Moscow in April of this year ordered Budanov's arrest for involvement in "terrorist conspiracy and illegal handling of explosives." Budanov had publicly supported Ukrainian attacks on Russian territory.
The Russian Federal Security Service (FSB) identified Budanov as the mastermind behind the October 2022 bombing of the Crimean Bridge, involving a high-explosive device smuggled into Russia in a truck. The driver and two others in a nearby car were killed when the truck exploded.
The SBU claimed responsibility for a second deadly drone attack on the bridge in April of this year. Russia has stated that Ukraine and Western-backed countries are responsible for these Ukrainian attacks.
