The General Secretary stated that the Politburo unanimously agreed on the principle of rearranging provincial-level administrative units simultaneously with the consolidation and merger of commune-level administrative units in localities that have made thorough preparations, completed personnel plans at the provincial and commune levels, and are ready in terms of infrastructure, equipment, and means to organize the apparatus into operation, ensuring smooth and synchronized operation. The Standing Committees of provincial and city Party Committees, especially their leaders, should proactively consider and decide on the completion date for rearranging administrative units at all levels, and this can be implemented as early as July 1, 2025.

The Party Committee of the National Assembly should lead and direct the adoption of a Resolution on amending and supplementing the 2013 Constitution; and relevant laws and resolutions on the organization and operation of National Assembly delegations and People's Councils at all levels after the reorganization, so that localities and units have a basis for implementation.

The Ho Chi Minh National Academy of Politics, in coordination with the Party Committee of the Government, the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Central Propaganda and Mass Mobilization Department, and the Central Organization Department, organized a training conference for newly appointed provincial and commune-level officials and civil servants, ensuring a synchronized, effective, and economical approach.

Local authorities must pay special attention to properly assigning and arranging cadres in accordance with the principles, requirements, and guidelines of higher levels, while also focusing on effective political and ideological work, regulations, and policies, preventing the emergence of complex internal issues; directing the review, compilation, and complete handover of all tasks during the transition period, ensuring no responsibilities are overlooked and that the normal activities of citizens and businesses are not affected.
