After listening to the representative of the Hanoi City National Assembly Delegation report on the expected content and program of the 10th Session of the 15th National Assembly; and announcing the results of the responses of competent agencies to voters' recommendations at previous meetings, voters affirmed their belief that the session would be a great success, meeting the requirements set forth in the cause of promoting national development.

Expressing deep concern for the Party and State's strategic policies and guidelines to accelerate socio-economic development, voters reflected and recommended a number of issues such as: It is necessary to promptly issue mechanisms and policies to synchronize the activities of local governments at two levels, especially regulations on decentralization and delegation of authority. Implementing specialized, highly practical training programs, focusing on working skills to enhance the capacity of commune and ward-level officials and civil servants; implementing communication programs, providing direct guidance to the community on how to use online public services.
Voters suggested considering adjusting pensions and social benefits for retirees and retirees to match the current consumer price index and living standards. Strengthening supervision activities related to market management, fighting against smuggled and counterfeit goods; managing the gold market and real estate market; specific solutions to improve the quality of initial medical examination and treatment; providing additional funding for people participating in health insurance...

Speaking at the meeting with voters, General Secretary To Lam highly appreciated the democratic and open atmosphere and the intellectual and enthusiastic opinions expressed, demonstrating the high sense of responsibility of voters. The opinions accurately reflected the practical situation, showing close attention and high consensus with the major policies and decisions of the Party and State in recent times.
The General Secretary said that the 10th session of the 15th National Assembly, the last session of the year and the last session of the term, has an exceptionally large workload, expected to have nearly 90 contents, including 42 laws and 3 resolutions. The opinions and recommendations at the meeting with voters will be recorded and fully reflected by the Hanoi National Assembly Delegation to the National Assembly Session.
Discussing some highlights of the country's situation, the General Secretary affirmed that, in general, our country is steadily developing in all aspects, with stable politics, maintained national defense and security, and open foreign relations; socio-economic development indicators of the country in general and Hanoi in particular have achieved positive results; people's lives are getting better and better.
The basic political system apparatus has been streamlined; the two-level local government system has been put into operation smoothly, stably and increasingly effectively. The country's major celebrations were successfully organized, spreading an atmosphere of excitement and pride, arousing patriotism among all classes of people.

The General Secretary also provided further information on a number of issues that voters are interested in.
Regarding the improvement of the performance of two-level local governments, the General Secretary emphasized that this is an issue that the Politburo and the Secretariat regularly pay attention to and direct. Every month, the Politburo and the Secretariat listen to reports on the situation and have conclusions and directions, assign specific tasks to agencies and publicize them on mass media for voters to follow and supervise implementation. Two-level local governments are a new model, so it is inevitable that there will be difficulties and shortcomings that need to be further improved to better serve the people.
Regarding salary reform, the Politburo has directed agencies to urgently complete the Job Position Project in the fourth quarter of 2025, as a basis for determining the staffing of agencies in the political system and fully implementing salary reform contents in the spirit of Resolution No. 27-NQ/TW, dated May 21, 2018, of the Central Committee on salary policy reform. The Politburo will give specific opinions on this policy; the adjustment must be associated with the synchronous implementation of solutions to control inflation, especially controlling the increase in prices of essential goods, contributing to improving the lives of people in general and those receiving salaries and subsidies from the state budget in particular.
Regarding universal health care, the General Secretary said that many breakthrough policies and guidelines will be implemented, with special attention paid to prevention, shifting from a mindset of treatment to prevention; strengthening primary health care, ensuring that people receive regular health check-ups at least once a year; having policies to reduce the cost burden for patients, aiming for free hospital fees for all people. Along with that, strictly control factors that can affect health such as: alcohol, beer, tobacco, environmental pollution, especially food safety.

Regarding the issue of developing science, technology, innovation, and national digital transformation, the General Secretary stated that this is an important pillar to ensure the country can develop rapidly and sustainably in the new era. Many programs and plans to implement Resolution No. 57-NQ/TW have been deployed by central agencies with a specific roadmap, with initial positive results, but there is still a lot of work to do to make this work truly a "breakthrough".
Specifically: 11 strategic technologies that need to be focused on investment and development to be able to master, not to fall behind the world; specifically defining the national digital transformation roadmap with the construction, completion, connection, and synchronous sharing of databases (population, land, health, insurance, finance, etc.); solutions to enhance network security, data security, information safety, and personal data protection. It is the responsibility of voters to actively participate in the "Digital Education for All" movement to raise vigilance, protect personal data, and contribute to the country's achievement of the breakthrough development goal based on science, technology, innovation, and digital transformation.

The General Secretary asked voters to actively respond, participate in and supervise the implementation of important policies and decisions stated in Resolution No. 71-NQ/TW on breakthroughs in education and training development and the issued action program.
The Party and the State focus on implementing synchronous solutions to improve the quality of higher education and raise the level of universities in Vietnam; at the same time, there are solutions to "respect talents", create mechanisms, policies and favorable working environments for talents to contribute to their homeland and country; and will even consider attracting talents from around the world to work in Vietnam.
