According to VNA, on the afternoon of September 25, General Secretary To Lam chaired a working session with the standing committees of the 14th Party Congress Subcommittees, giving opinions on continuing to perfect draft documents to be submitted to the 14th Party Congress.

At the working session, the standing committees of the 14th Party Congress Sub-Committees reported on the preparation of documents to report to the Politburo and the 13th Party Central Committee Conference.

Including the draft Political Report; the draft Summary Report on a number of theoretical and practical issues over 40 years of innovation in Vietnam; the draft Summary Report on 15 years of implementing the Party Charter.

The documents of the 14th Party Congress need to clearly demonstrate three layers of orientation.

After listening to the discussion opinions and concluding remarks, General Secretary To Lam emphasized that the documents of the 14th National Party Congress, with two pillars being the Political Report and the Action Program for the 2026-2031 term, must be a strong commitment of the Party to the people about a new development period.

Specifically, it is stable and solid for breakthrough; modern, inclusive, sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard transformation.

To do that, the documents of the 14th Party Congress need to clearly show three layers of orientation.

The foundation layer is a new generation of development thinking with four strategic shifts.

The structural layer is the five pillars of foundational security that provide protection against shock, change, and the impacts and risks faced.

Operational layer, action program can be counted by each implementing subject, resources, responsibilities and specific deadlines.

The General Secretary said that the new resolutions of the Politburo (including resolutions 57, 59, 66, 68, 70, 71, 72) and the next planned resolutions not only supplement content but also serve as "leverage" for the documents of the 14th Party Congress to immediately begin implementation.

The General Secretary requested that the summary of 40 years of innovation must point out core lessons, firmly adhere to the goals of national independence and socialism, innovate with principles, promote the strength of great national unity, take people as the center, subject, goal and driving force of development.

At the same time, combine national strength with the strength of the times, proactively integrate and seize opportunities of green transformation, digital transformation and restructuring of the global value chain.

The responsibilities of each agency, each Party Committee, and each cadre are clearly defined in the mechanism of "one task - one contact - one deadline"...

The General Secretary highly appreciated the issues that had been absorbed and completed in the report, and requested that new issues of the document continue to be supplemented with new points, especially absorbing the opinions of Politburo members and standing subcommittee members at the working session and preparing reports to the Politburo and Central Committee.

With the highest sense of responsibility, the General Secretary requested the members of the Document Subcommittee to continue to make efforts, try, urgently complete the documents in accordance with the spirit of the meeting.

Strive for the documents of the 14th Party Congress to become the driving force for innovation in thinking and action throughout the entire political system.

Arouse the aspiration for development, promote the strength of great national and Party solidarity, seize opportunities, overcome challenges, and lead the country firmly on the path of a rich people, strong country, democracy, fairness, and civilization.
