In his opening remarks at the conference, Chairman of the Quang Ninh Provincial People's Committee Cao Tuong Huy stated: After three years of implementation, Resolution 05 of the Provincial Party Committee on promoting administrative reform, improving the investment and business environment, and enhancing provincial competitiveness in the 2021-2025 period has truly come to life. The clearest evidence is that Quang Ninh province has led the PCI (Provincial Competitiveness Index) for six consecutive years; the SIPAS (Satisfaction Index of People and Organizations with the Services of State Administrative Agencies) for four consecutive years; the PAR-Index (Administrative Reform Index) for five years; and the PAPI (Provincial Public Administration and Governance Effectiveness Index) for two years. It is also the only province in the country to have simultaneously led all four indices – PAR-Index, PCI, SIPAS, and PAPI – twice (in 2020 and 2022). Notably, Quang Ninh province achieved its target of attracting over $5 billion in foreign direct investment (FDI) by 2025 ahead of schedule. To concretize Resolution No. 05, in 2023, Quang Ninh province continued to effectively implement the evaluation of administrative reform and improvement of the investment and business environment associated with digital transformation through the implementation of 5 key indicators: PAR-Index, SIPAS, DDCI (Department-level competitiveness index), DGI (District-level governance efficiency index), and DTI (Digital transformation assessment index).

According to the ranking results, Ha Long City excellently topped the rankings of the 3 PAR-Index, DDCI, and DTI indices of Quang Ninh province in 2023.
Specifically, leading the PAR-Index rankings in the local government sector is Ha Long City; in the departmental sector, it is the Department of Labor, War Invalids and Social Affairs; in the central government sector located in the province, it is the Provincial State Treasury; and in the public service units under the Provincial People's Committee, it is the Ha Long Bay Management Board.
In the DDCI Index ranking, Ha Long City leads the local government group; the Economic Zone Management Board leads the departmental group; and the Provincial Customs Department leads the central government agencies located in the province.
The top position in the SIPAS Index ranking for local authorities is held by Cam Pha City; for departments and agencies, it is held by the Department of Justice; and for central government agencies located in the province, it is held by the Provincial Social Insurance Agency.
Regarding the DTI Index, the top position in the ranking for districts, towns, and cities is Ha Long City; for communes, wards, and townships, it is Ka Long ward (Mong Cai City); and for departments and agencies, it is the Department of Health .
As for the DGI Index in 2023, Tien Yen district took the top spot.
