To determine the success or failure of the reform, Thanh Hoa has frankly identified the "bottlenecks" that need to be promptly overcome, namely: The PAR INDER, SIPAS, PCI and PAPI indexes are always unstable and often ranked at the bottom of the country; the compliance with discipline and order in performing public duties by a number of cadres, civil servants and public employees is sometimes and in some places not high; the situation of delays in handling administrative procedures (TTHC) has not been overcome... To gradually eliminate the "dark colors" in administrative reform, many resolutions, decisions, programs and major plans on promoting administrative reform have been issued by the Provincial Party Committee, People's Council, People's Committee and Chairman of the Provincial People's Committee in accordance with the new development stage.
In particular, closely following the State Administrative Reform Master Plan for the 2021-2030 period, the Provincial People's Committee has issued an administrative reform plan for the 2021-2025 period and an annual administrative reform plan to update and supplement new feasible tasks and solutions. In particular, focusing on solutions to promote administrative procedure reform; improve the efficiency of providing and using public services; tighten administrative discipline and order; promote decentralization of management in all fields; reorganize the State agency apparatus; improve the investment and business environment...
The spirit of reform and innovation is only truly effective when it becomes a unified action from the province to the commune and is deeply ingrained in the awareness of each cadre, civil servant and public employee. Based on the plans, programs, projects and major goals set by the province, heads of departments, branches, chairmen of the People's Committees at the old district and commune levels always promote their roles and responsibilities in directing the implementation of administrative reform in the direction of "Clear people, clear work, clear responsibilities, clear processes, clear completion time and clear effectiveness".
The atmosphere of innovation along with the determination and drastic direction and management from the province to the grassroots level have helped Thanh Hoa set new records on the rankings of PAR indexes. In the period of 2021-2025, for the first time Thanh Hoa made a remarkable mark with "beautiful numbers", which are: Ranked 3rd in the country in terms of PAPI Index, ranked 5th in SIPAS Index, 10th in PAR INDEX Index and 21st in PCI Index. After more than 10 years of officially participating in the PAR index sets, the period of 2021-2025 can be said to be Thanh Hoa's most successful when it rose to the top of the country for the first time in many indexes. This achievement marks the outstanding efforts and the highest political determination of Thanh Hoa when persistently and consistently implementing the goal of serving the people and businesses.
With the spirit of continuous and consistent reform, many specific goals and targets have been achieved at a high level. In the past 5 years, 100% of the Central Government's legal documents have been concretized and promptly implemented; 100% of the province's legal documents have been reviewed, amended, supplemented, and replaced in accordance with the Central Government's regulations, meeting the socio -economic development requirements of the province. A number of mechanisms and policies on incentives, support, and investment attraction have been timely supplemented and completed. Every year, the province includes in its plan and requires reviewing and cutting at least 20% of administrative procedure compliance costs, focusing on key areas such as land, construction, agriculture, transportation, health, education and training, etc. As a result, from 2021 to 2024, 71 procedures have been reviewed. The total cost of compliance with administrative procedures before review was 78 billion 762 million VND/year; the total cost of compliance with administrative procedures after review was 28 billion 707 million VND/year. The cost savings after simplification were 50 billion 054 million VND/year; the cost savings rate after simplification was 63.55% (exceeding the set reduction target of 43.55%). In 2025, Thanh Hoa continued to review and simplify 20 administrative procedures. Many cumbersome, overlapping procedures, unnecessary and unreasonable dossier components were cut, creating convenience for organizations and citizens when implementing.
Thanh Hoa is one of the first localities to issue Resolution No. 06-NQ/TU on "Digital transformation of Thanh Hoa province to 2025, with a vision to 2030". Currently, digital transformation is clearly present in all fields and plays a "key" role in socio-economic development. Telecommunication infrastructure is being expanded by businesses; IT infrastructure and equipment in agencies and units continue to be invested in synchronously and modernly from the provincial to the communal level. The province's database integration and sharing axis is currently connecting 11 intra-provincial information systems and 15 services connecting information systems outside the province. The province's Open Data Portal is currently providing 60 open data sets in 16 fields for people and businesses to look up, exploit and use. In Thanh Hoa, 100% of businesses and organizations have used electronic invoices and deployed electronic taxes on mobile devices; 100% of public hospitals have implemented cashless payment of medical service fees; 100% of educational institutions have promoted the application of information technology in teaching and collecting contributions.
The new step forward with impressive achievements in administrative reform that Thanh Hoa has achieved in the period of 2021-2025 is very exciting. With the determination to surpass itself, Thanh Hoa does not allow administrative reform activities to slow down but must strive to overcome all difficulties and challenges to create new and higher values. Therefore, administrative reform continues to be selected as one of the four breakthroughs of the 2025-2030 term. This is the third consecutive term that the Provincial Party Executive Committee has selected administrative reform as a breakthrough to implement in order to create an increasingly clearer breakthrough in the new term.
