Hai Phong City achieved high results in implementing the FTA Index 2024.

At the ceremony announcing the 2024 Free Trade Agreement Implementation Performance Index (FTA Index) for localities, organized by the Ministry of Industry and Trade in coordination with the Government Office, Prime Minister Pham Minh Chinh awarded Certificates of Commendation to five provinces and cities for their achievements in evaluating the FTA implementation results in 2024, including Hai Phong City.

Other provinces and cities that received commendations include: Ca Mau, Thanh Hoa, Binh Duong , and Ho Chi Minh City.

The FTA Index is a quantitative, objective, and comprehensive assessment tool for evaluating the implementation status and level of FTAs ​​in all 63 provinces and cities nationwide. In the context of globalization, increasingly deep international economic integration, and escalating strategic competition and trade wars between major powers, especially the growing trend of trade protectionism, coupled with US President Donald Trump's recent decision to increase retaliatory tariffs on goods imported into the United States, FTAs ​​have become a dominant trend, considered as "major highways" promoting trade between nations.

Despite numerous difficulties and challenges, thanks to the close leadership of the Central Government, the support of ministries and agencies, and the strong determination of the Party Committee, government, and people of the city, Hai Phong city maintained its development momentum in 2024.

This is reflected in the GRDP growth rate reaching 11.01%, ranking 3rd nationwide. Notably, Hai Phong is the only locality to maintain double-digit growth continuously for 10 years; total import and export turnover reached 63.8 billion USD, of which exports reached 36.3 billion USD (an increase of 19.5% compared to 2023), accounting for 8% of the total national export turnover, ranking 5th nationwide; the trade balance continued to be in surplus for the 5th consecutive year; exports to FTA markets increased sharply: EVFTA increased by 29.48%; RCEP increased by 24.06%; CPTPP increased by 16.05%; UKVFTA increased by 12.14%.

2024 also marked the first time Hai Phong led the country in two important indicators: the Public Administration Reform Index (PAR Index) at 96.17%; and the Citizen Satisfaction Index (SIPAS) at 90.59%.

To achieve these positive results, the city has implemented comprehensive and innovative solutions, removing obstacles in mechanisms and policies to facilitate production and business, attract investment, and promote sustainable socio-economic development.

The city has always placed special emphasis on effectively exploiting the advantages from FTAs ​​by strengthening support and guidance for businesses in trade promotion and expanding domestic and international markets; building training programs and developing human resources for small and medium-sized enterprises; supporting businesses in digital transformation; regularly organizing dialogues with businesses to promptly resolve difficulties and create a favorable environment for production and business...
