On the afternoon of January 6th, the Ho Chi Minh City People's Committee held a conference to summarize the socio -economic situation in 2025 and implement key tasks for 2026. Ho Chi Minh City Party Secretary Tran Luu Quang, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Standing Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha, and Standing Vice Chairman of the Ho Chi Minh City People's Council Nguyen Van Tho attended and chaired the conference.

BUDGET REVENUE EXCEEDS 800,000 BILLION VND

At the conference, Mr. Hoang Vu Thanh, Acting Director of the Department of Finance, stated that Ho Chi Minh City has many bright spots in its economy in 2025. Specifically, the Gross Regional Domestic Product (GRDP) is expected to grow by 7.53%; excluding oil and gas, the growth rate reaches 8.03%; GRDP per capita is estimated at US$8,755. Notably, total state budget revenue in Ho Chi Minh City is estimated at over VND 800,000 billion, reaching 119% of the central government's assigned target, the highest in the country. Import and export activities are expected to grow positively, with export turnover estimated at US$95.8 billion and import turnover estimated at US$98.2 billion; the industrial production index is estimated to increase by 8.9%.

Regarding public investment, as of early January 2026, Ho Chi Minh City had disbursed over 89,800 billion VND, reaching approximately 74% of the capital plan assigned by the Prime Minister . It is expected that by the end of the 2025 planning year (January 31, 2026), the disbursement rate could reach approximately 95%. Simultaneously, 712 out of 838 projects, works, and land plots facing obstacles have been resolved or have received conclusions outlining solutions. These projects have a total investment capital of over 131,000 billion VND and cover an area of ​​approximately 22,044 hectares.

Regarding houses along canals, the Department of Construction stated that Ho Chi Minh City currently has approximately 39,600 houses located on and along rivers, canals, and waterways belonging to 398 projects/river, canal, and waterway routes that have not yet been implemented. In 2026, Ho Chi Minh City plans to implement 43 projects with a relocation scale of approximately 23,000 houses, with a total estimated investment of over 166,000 billion VND. This year alone, wards and communes will compensate and relocate 3,758 houses belonging to 6 projects that have already received approval for public investment. Besides compensation, project investors will proactively coordinate with local authorities to build technical infrastructure, transportation, embankment, dredging, and improvement of rivers, canals, and waterways for projects where land has been cleared.

To prepare housing funds for resettlement, the Department of Construction said it will review and propose potential land locations for the development of resettlement housing and social housing; carry out investment procedures, project approval, construction procedures, and commence projects using budget funds...

FOCUS ON LAND CLEARANCE

Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that in 2026, the city needs to strive for a GRDP growth rate of over 10% to achieve the goals of the Ho Chi Minh City Party Congress Resolution for the 2025-2030 term. In particular, Ho Chi Minh City will continue to leverage its three traditional drivers: production, consumption, and exports, while focusing on developing new drivers including an international financial center, seaports, logistics, science and technology, innovation, green transformation, and digital transformation. Mr. Duoc said that consultants will be hired to revise the planning within the new administrative boundaries of Ho Chi Minh City. The funding for hiring consultants will come from socialized sources and will be completed in 2026.

In 2026, Ho Chi Minh City aims to collect over 805,000 billion VND in budget revenue. This includes plans to increase revenue from land, implement the collection of certain special fees, and issue municipal government bonds and project bonds. Mr. Duoc believes that if all potential is exploited, the target will be met in 2026, and it may even be possible to increase budget revenue by approximately 20% compared to 2025.

Regarding public investment, Chairman of the People's Committee Nguyen Van Duoc said that in 2026, Ho Chi Minh City will implement and accelerate many key infrastructure projects and works, while emphasizing land clearance as a priority and assigning Vice Chairman of the People's Committee Hoang Nguyen Dinh the responsibility of overseeing and resolving issues. "The City Party Committee adding a vice chairman to handle this shows that this is an important task; without land, nothing can be done," Mr. Duoc added.

With key projects and works being implemented this year, the leaders of the Ho Chi Minh City People's Committee believe that they will fundamentally address traffic congestion and environmental pollution bottlenecks. "If done well, public investment will create a foundation for promoting double-digit economic growth, fostering confidence and enthusiasm among investors," Mr. Duoc stated. Furthermore, in the first quarter of 2026, Ho Chi Minh City will focus on resolving remaining outstanding projects, prioritizing the resolution of obstacles in the Thu Thiem new urban area to ensure its development into a worthy new city center.

With very high demands set for 2026, the head of the Ho Chi Minh City People's Committee requested that officials and civil servants, especially those in leadership positions, immediately begin their work with the spirit of ensuring tangible results, without shirking responsibility, avoiding delays due to subjective errors, clearly defining responsibilities, and producing specific outcomes.

Linking land data will reduce inconvenience for citizens.

In its presentation at the conference, the Ho Chi Minh City Department of Agriculture and Environment announced the completion of the deployment of the VBDLIS land information system, connecting and linking data between tax and land registration agencies.

Ho Chi Minh City has completed the review and classification of over 4.8 million land parcels and verified information for over 4.9 million residents on the system. Of the more than 3.8 million land parcels currently in the database, over 3.1 million have met the "correct - complete - clean - livable" standards, accounting for 82%. Notably, Ho Chi Minh City has synchronized 100% of its existing land parcels and nearly 3.8 million land use right certificates to the national land database. Furthermore, the collection and digitization of old certificates has also achieved significant results, with 230,534 certificates reviewed, reaching 62.9% of the initial target.

The Department of Agriculture and Environment stated that it will focus on completing a centralized and unified land cadastral database. Data sharing between state agencies will be carried out more frequently to reduce inconvenience for citizens when conducting land-related transactions. In addition, the Department will coordinate with local authorities to review and propose solutions for projects that are slow to implement or where land is being used for purposes other than intended.
