On the morning of September 19, at the People's Committee of Ho Chi Minh City, the National Assembly Delegation of Ho Chi Minh City held a session to explain the implementation of Resolution 98/2023/QH15 of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City; disbursement of public investment capital, digital transformation and building digital government.
The explanation session was chaired by Mr. Nguyen Van Loi, member of the Party Central Committee, Head of the National Assembly Delegation of Ho Chi Minh City.

Speaking at the explanation session, Mr. Nguyen Van Loi said that, implementing the program of activities of the National Assembly Delegation, in August and September 2025, the National Assembly Delegation of Ho Chi Minh City organized 12 survey teams in wards and communes and organized explanation sessions at the department level.
Accordingly, through the presentations, the Delegation has absorbed and researched to advise and supplement the construction of a specific mechanism for Ho Chi Minh City to develop in the coming time. Specifically, research and supplement the content of Resolution 98 of the National Assembly; digital transformation, building digital government and disbursement of public investment capital for key projects and strategic infrastructure of Ho Chi Minh City.
According to the Head of the Ho Chi Minh City National Assembly Delegation, if the city well implements the above contents, it will contribute to creating an open investment environment for traffic infrastructure, a modern and smooth urban area, and smart social governance in the newly formed conditions of the super city of Ho Chi Minh City.
From there, Mr. Nguyen Van Loi asked the delegates attending the session to explain, question, discuss and give advice to clarify the contents of implementing Resolution 98 of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City; disbursement of public investment capital, digital transformation and building digital government.
Building a handbook for administrative procedures at the commune level
Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Bac Nam said that the department is consulting to develop a handbook for implementing administrative procedures at the commune level. At the same time, it is issuing procedures to handle non-administrative procedures to better serve people and businesses, avoiding the situation of document overload.
Regarding the plan to recruit, train and foster staff, Mr. Nguyen Bac Nam said that the department has advised the Ho Chi Minh City People's Committee to deploy training and fostering of civil servants and aim to improve digital capacity for staff and civil servants at the commune level.
At the same time, Ho Chi Minh City has organized training courses on applying artificial intelligence to work for cadres and civil servants. At the same time, there is a plan to organize a training conference to implement the 2-level local government model, and coordinate with the Ministry of Home Affairs to organize in-depth professional training.
Regarding the recruitment plan, the Ho Chi Minh City Department of Home Affairs said that the department is drafting a plan to recruit, use and manage civil servants. After receiving a decision from the competent authority, it will be implemented.
Ho Chi Minh City disbursement reaches nearly 54,000 billion VND
Reporting to the National Assembly Delegation, Mr. Hoang Vu Thanh, Deputy Director of the Ho Chi Minh City Department of Finance, said that in 2025, Ho Chi Minh City was assigned by the Prime Minister to disburse nearly VND119,000 billion in public investment plans. To date, nearly VND54,000 billion has been disbursed (reaching 45.2% of the capital plan assigned by the Prime Minister). In the remaining months of the year, to reach 100% of the capital assigned by the Prime Minister, Ho Chi Minh City needs to continue to disburse more than VND65,000 billion.
According to the Deputy Director of the Ho Chi Minh City Department of Finance, the adjustment of regulations in the field of public investment also affects the progress of appraisal, investment policy decisions, investment policy adjustments... of projects in the city.
In addition, the People's Committee at the commune level is assigned to be the investor of a number of public investment projects but does not have a specialized construction project management board, which leads to confusion in implementing public investment... Some projects face difficulties in compensation, site clearance and relocation of electrical infrastructure.
Some major key projects such as Ring Road 3, Ring Road 4, Thu Dau Mot - Chon Thanh Expressway, Bien Hoa - Vung Tau Expressway... have a huge demand for construction materials such as sand, stone, soil for embankment... However, the supply in the region is showing signs of shortage, potentially affecting the progress of the projects.
