According to a report from the Department of Construction, the demand for temporary use of roads and sidewalks for business and production purposes has increased sharply recently. Specifically, the number of requests for permits to use these areas has increased by more than 200% compared to before.

Demand is particularly strong in the core economic development areas for tourism and services, such as Vung Tau ward, Tam Thang ward, Rach Dua ward, and Phuoc Thang ward (formerly Vung Tau city).

Furthermore, it is difficult to detect and promptly address cases of unauthorized or expired use, which can lead to revenue losses and undermine the integrity of the law.

Furthermore, the reluctance to go through the procedures leads to an increase in unauthorized use, resulting in loss of the property. It disrupts urban order and aesthetics, while simultaneously causing revenue losses for the state budget...

Based on the aforementioned situation and shortcomings, the Department of Construction proposes piloting a software application for managing the temporary use of roads and sidewalks in the city. This application will facilitate organizations and individuals in registering and temporarily using roads and sidewalks, as well as making it easier to report violations to relevant authorities for timely handling of urban disorder.

The software for managing temporary use of roads and sidewalks has the following main features: Receiving and processing online permit applications, connecting with the Ministry of Construction's administrative procedure information system; managing, approving, and storing electronic documents; managing permit and approval work on a digital map of Ho Chi Minh City; managing fee collection; reporting, statistics, operational support, and other features; the application is eligible for download on app stores: Play Store (for Android), Apple Store (for iOS).

The pilot program will be implemented for 18 months from the date of its approval. Following the pilot phase, an evaluation of its effectiveness will be conducted to provide a basis for proposing implementation plans for the next phase. The expected implementation schedule is Q2/2026.

Recently, the People's Committee of An Dong Ward became the first local authority in Ho Chi Minh City to implement the registration and collection of temporary road and sidewalk usage fees digitally, through the "An Dong Road and Sidewalk Licensing" software.
