On the morning of March 25th, the Ho Chi Minh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee organized a scientific seminar titled "Ho Chi Minh City - Achievements of 50 Years of Construction, Protection, and Development".
This is one of the important activities of Ho Chi Minh City to celebrate the 50th anniversary of the Liberation of the South and the Unification of the Country (April 30, 1975 - April 30, 2025).
To ensure Ho Chi Minh City always remains a hub of convergence and shines brightly.
In his opening remarks at the seminar, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Nguyen Thanh Nghi, emphasized that, in the honor, pride, and responsibility of the city bearing the name of the great President Ho Chi Minh, it is crucial and necessary to look back on the journey so far, draw lessons from practice, and clarify the basis of the goals and tasks of building, protecting, and developing the city with a scientific and revolutionary spirit. This is essential to continue advancing in the period of comprehensively promoting the cause of reform, implementing industrialization and modernization of the country, and firmly protecting the socialist Fatherland of Vietnam.
According to Nguyen Thanh Nghi, Permanent Deputy Secretary of the City Party Committee, in the first 10 years after liberation (1975-1985), the city overcame a difficult and complex period to maintain political and social stability, heal the wounds of war, and restore and develop the economy. Entering the period of comprehensive reform, from the 6th National Party Congress (1986) to the present, the city has strived to develop production and gradually affirm its position as the "economic locomotive of the country".
Mr. Nguyen Thanh Nghi affirmed that the achievements of 50 years of building, protecting, and developing the city are thanks to the attention, leadership, and guidance of the Central Party Committee, the Politburo, the National Assembly, and the Government; the wholehearted and effective support of the Vietnam Fatherland Front; and the central committees, ministries, branches, and organizations. It is the culmination of the efforts of leaders, officials, soldiers, and people of the city throughout the years, resulting in Ho Chi Minh City today – a city with a new appearance, new vitality, and new stature.
"Ho Chi Minh City is brimming with aspirations for progress. In realizing those aspirations, revolutionary traditions, dynamic unity, innovation, and compassion will be the driving force for the city to always converge and shine in the new era of national development," Mr. Nghi shared.
According to the City Party Committee leaders, the city is focusing on implementing 55 city-level programs, projects, and works across six groups of fields: culture and society (18 programs, projects, and works); economy (6 programs, projects, and works); urban development (19 programs, projects, and works); science and technology and innovation (4 projects); administrative reform (3 projects); and national defense, security, and foreign affairs (5 programs).
At the same time, agencies, units, and localities have registered to implement 1,362 projects... Many important projects and works related to improving the quality of life for people and building a sustainable, environmentally friendly city will be completed in time for the 50th anniversary of the Liberation of the South and the reunification of the country.
Permanent Deputy Secretary of the City Party Committee Nguyen Thanh Nghi expressed his hope that this important conference would generate many heartfelt and practical contributions, enriching the leadership, knowledge, and practical capabilities of the Party Committee and the management and administration of the city government; strengthening the entire political system, closely connected with the people, relying on the people to build, protect, and develop Ho Chi Minh City into a civilized, modern, and compassionate city, always worthy of being the city named after the beloved President Ho Chi Minh - the Heroic City.
"Breaking the rules" is the trademark of Ho Chi Minh City.
At the seminar, Major General, Associate Professor, Dr. Vu Quang Dao - former Director of the Vietnam Military History Institute (Ministry of National Defense) stated that the people of Ho Chi Minh City have the right to be proud of the glorious victory of the Great Spring Offensive, of the historic Ho Chi Minh Campaign, and proud of the enduring values that the Party Committee and people of the city have created throughout the two wars of resistance against foreign invasion.
"We are even more proud because not only did the city gloriously 'lead the way' in the resistance war, but it has also been leading in the construction of socialism, leading the way for the whole country, and together with the whole country in the fight against poverty and backwardness with the goal of 'leading the way and reaching the finish line first' to build a civilized, modern, and compassionate city," Mr. Vu Quang Dao emphasized.
Associate Professor Phan Xuan Bien, former Head of the Ideology and Culture Department of the Ho Chi Minh City Party Committee, observes that over the past half-century, the phrase "Ho Chi Minh City - heroic city" has been closely associated, reflecting both the noble title bestowed upon the city by the Party and the State, and serving as a tremendous driving force for the city to consistently overcome numerous obstacles and achieve great victories in its construction and development.
According to Mr. Phan Xuan Bien, after liberation, the socio-economic situation was extremely difficult, prices skyrocketed, inflation soared, at times reaching 740%, and people's lives deteriorated terribly. In overcoming these difficulties, the city was one of the outstanding bright spots, the spirit and heroic nature from the arduous and fierce years on the key battlefield were rekindled.
Mr. Bien argued that Ho Chi Minh City's innovations, initially seen as "breaking the rules" or "breaking barriers," were later recognized as the "first breakthrough" of the Doi Moi (Renovation) process, as "dynamic, creative," "daring to think, daring to act, and daring to take responsibility," characteristics that have become attributes and trademarks of the city.
All four Politburo resolutions on Ho Chi Minh City (1982, 2002, 2012, 2022) affirmed the city's position as a "major economic center," "the largest city in the country," and twice mentioned its role as a "locomotive."
It is known that the Organizing Committee of the Conference received more than 100 papers along with many speeches from leaders and former leaders of central agencies, neighboring provinces and cities; veteran revolutionaries; former city leaders; districts, departments, agencies, and organizations of the City; scientists and researchers.
