After nearly a month of implementing the election of village and neighborhood heads for the 2025-2027 term, in the spirit of the "People trust - Party nominates" model, the election preparations in Mong Cai City are on schedule and have received high approval and consensus from voters and the people.
Luc Chan is a border village in Hai Son commune where nearly 98% of the population are ethnic minorities. Once a disadvantaged commune with the highest number of poor households, Luc Chan now has no poor or near-poor households and is striving to become a model village. This achievement is thanks to the collective efforts of officials, Party members, and the people, especially the leadership, role, responsibility, and exemplary leadership of the Party branch secretary and village head. Therefore, in the election of the village head for the 2025-2027 term, the village voters fully exercised their right to self-governance, showing trust, consensus, and high agreement in nominating candidates.
Mr. Phùn Văn Trường, Head of the Front Committee of Lục Chắn village, said: The committee held meetings to disseminate information about each step and stage of the election; reached consensus through consultation and intensified propaganda among the people, promoting the people's democratic rights in electing the village head in accordance with the Party's will and the people's aspirations, selecting a person with ethics, dedication, awareness, and responsibility towards the people, and building a strong government. Through the consultation process, voters highly agreed with the nominated candidates for the village head election, thereby hoping to further develop the village.
Maximizing the people's right to self-governance, the process of nominating candidates always adheres to the "People's trust - Party's nomination" model. The implementation process ensures uniformity, openness, transparency, and compliance with regulations, while emphasizing democratization, rejuvenation, professional development, and Party membership. By November 26, 2024, all 100 villages and neighborhoods in the 16 wards and communes of the city had completed the consultation and agreed on the nomination of 100 candidates, ensuring 100% were Party members; 83 villages and neighborhoods chose the method of election by show of hands; 17 villages and neighborhoods chose the method of election by secret ballot. The average age of candidates for village/neighborhood head is 56, with the youngest being 30 years old. 70% of the nominated candidates have a high school education or higher, and 39% have professional qualifications ranging from vocational school to university. 82% have a level of political theory knowledge ranging from elementary to advanced.
Ms. Dang Thi Mai, Party Branch Secretary and former Head of Neighborhood 2 (Tran Phu Ward), stated: "With the trust of the voters and the people, I have been nominated to be elected as the head of the neighborhood for the 2025-2027 term. If re-elected, I will continue to uphold my sense of responsibility, strive to build a better Party Branch and neighborhood, strengthen the relationship of solidarity with the people, and meet the legitimate aspirations of the people."
Propaganda efforts regarding the purpose and significance of continuing the policy of unifying the positions of Party branch secretary and village/neighborhood head under the "People's trust - Party's nomination" model have been intensified, creating unity, consensus, support, trust, and enthusiasm among the people. Communes and wards have issued election propaganda plans ensuring content and progress; disseminating information through various forms: ward public address systems; electronic information portals providing information on election dates, times, polling locations, regulations, standards, conditions for electing village/neighborhood heads; lists of candidates, voter lists, etc., to inform voters.
Comrade Hoang Ba Nam, Secretary of the Mong Cai City Party Committee, affirmed: With proactive and positive efforts, especially the coordination between the Fatherland Front Committee and the City People's Committee, the preparation for the election of village and neighborhood heads for the 2025-2027 term in the city has been carried out in accordance with the directives of higher authorities, ensuring the correct procedures and receiving high consensus and agreement from voters throughout the city. The Standing Committee of the City Party Committee continues to closely follow the provincial guidelines, selecting personnel for the election of village and neighborhood heads in an open and transparent manner; posting voter lists; and reviewing facilities to ensure the best conditions for the election of village and neighborhood heads, as well as preparing for the upcoming Party branch congress. The city continues to promote propaganda work to help voters understand the purpose, significance, and responsibilities, thereby actively participating in the election.
