On the morning of August 22, the People's Committee of Ho Chi Minh City coordinated with the Ministry of Foreign Affairs to solemnly organize the ceremony to celebrate the 80th anniversary of the establishment of Vietnam's diplomatic sector (August 28, 1945 - August 28, 2025) and the 50th anniversary of the establishment of the Ho Chi Minh City Department of Foreign Affairs.
Attending the ceremony were comrades: Nguyen Minh Triet, former Politburo member, former President; Truong Tan Sang, former Politburo member, former President; Dang Thi Ngoc Thinh, former Party Central Committee member, former Vice President; Bui Thanh Son, Party Central Committee member, Deputy Prime Minister, Minister of Foreign Affairs; Nguyen Van Duoc, Party Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; leaders of the Ministry of Foreign Affairs, departments and units of the Ministry of Foreign Affairs, together with the collective leadership, officers and staff of the Department of Foreign Affairs.
Speaking at the ceremony, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son emphasized: Over the past 80 years, Vietnamese diplomacy in the Ho Chi Minh era has been proud of its great contributions to the cause of national construction and defense.
In the struggle for national liberation and reunification, diplomacy was an important front, of strategic significance, mobilizing the great support and assistance of international friends for the just cause of our people to defeat the colonial and imperialist forces that were many times stronger than us. Immediately after the country was reunified, diplomacy took the lead in breaking the siege and isolation, contributing to national reconstruction, and expanding the network of friends and partners.
During the 40 years of Renovation, diplomacy continued to play a pioneering role in building an unprecedentedly favorable foreign relations situation, working with the combined arms of the Vietnamese revolution to develop the country and integrate increasingly deeply, comprehensively and effectively into the region and the world.
The journey of our country from being unknown on the world map to having the foundation and position it has today is marked by the glorious achievements of Vietnamese diplomacy in the Ho Chi Minh era.
The Deputy Prime Minister and Minister of Foreign Affairs affirmed: On the glorious journey of Vietnamese diplomacy, there have been important contributions from the Ho Chi Minh City Department of Foreign Affairs during 50 years of construction and development. Under the direct and comprehensive leadership and direction of the Party Committee, the leaders of the Ministry of Foreign Affairs and the City Party Committee and People's Committee of Ho Chi Minh City, the Department of Foreign Affairs has achieved many important achievements in all aspects of work.
First of all, the Department is truly a bridge connecting the Central Government with the southern localities in implementing the foreign policy of the Party and State; has coordinated to thoughtfully welcome many delegations of high-ranking leaders of countries and international organizations visiting Ho Chi Minh City and the southern provinces, and at the same time contributed to the synchronous and effective implementation of political diplomacy, economic diplomacy, cultural diplomacy, consular affairs, citizen protection, information and propaganda and work on overseas Vietnamese.
The Department of Foreign Affairs also does a good job of managing the unified foreign affairs activities in a large area, stretching from Da Nang to Ca Mau, an area with nearly 30 professional consular agencies of various countries, many representative offices of international organizations, multinational corporations, and foreign economic - cultural - commercial offices located in Ho Chi Minh City.
The Department has excellently promoted its role as the agency in charge of advising and organizing the implementation of foreign affairs and international integration of Ho Chi Minh City in the journey of 50 years of unification and 40 years of national renovation.
Up to now, Ho Chi Minh City has established friendly and cooperative relations with 59 localities of nearly 30 countries around the world and has become an important link in many regional and international networks on economics, finance, culture, science and technology..., contributing significantly to the image of the City named after Uncle Ho, dynamic in development and integration, and affectionate in the hearts of international friends.
The Department also actively contributes to enhancing the capacity of foreign affairs and international integration staff in the South in terms of professional work, reception, foreign languages, interpretation, etc.
On behalf of the Party Committee and the leaders of the Ministry of Foreign Affairs, the Deputy Prime Minister and Minister of Foreign Affairs congratulated and expressed deep gratitude to generations of veteran cadres, all cadres, civil servants, public employees and workers of the Ho Chi Minh City Department of Foreign Affairs through the periods for the proud achievements they have achieved.
At the same time, the Deputy Prime Minister and Minister of Foreign Affairs also sent sincere thanks to the Party Committee, government and people of Ho Chi Minh City and the southern provinces and cities for their close direction and support, helping the Department of Foreign Affairs to successfully complete the assigned tasks.
With the tradition of "remembering the person who planted the tree when eating the fruit", Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son respectfully remembered and expressed deep gratitude for the great contributions of beloved President Ho Chi Minh, the great teacher of modern Vietnamese diplomacy, emphasizing that the important and historical achievements of Vietnamese diplomacy in general and the achievements of the Ho Chi Minh City Department of Foreign Affairs in particular over the past 50 years are not outside the guiding light of Ho Chi Minh's diplomatic ideology.
In the context that our Party clearly defines: " Promoting foreign affairs and international integration is an important and regular task ", General Secretary To Lam placed high expectations, emphasizing: " In the new era, Vietnamese diplomacy must rise to new heights to fulfill new glorious responsibilities, worthy of being the "vanguard", making important contributions to the cause of national construction, development and defense" . New-era diplomacy needs to make effective contributions to realizing the development goals set by the 13th National Party Congress for the 2030 and 2045 milestones.
That historical mission sets new, higher and more difficult requirements and tasks for soldiers on the foreign affairs front, including the Ho Chi Minh City Department of Foreign Affairs, with its special role as both a unit of the Ministry of Foreign Affairs and an agency directly under the City.
The Deputy Prime Minister and Minister of Foreign Affairs requested the Department of Foreign Affairs to quickly put Resolution 59 of the Politburo on international integration in the new situation, one of the "four pillars", into practice. Quickly organize the dissemination and consultation on the development of the City's Action Program to effectively implement Resolution 59 of the Politburo and Resolution 153 dated May 31, 2025 of the Government on the Action Program to implement Resolution 59; prepare well to organize the implementation of the foreign policy of the 14th National Party Congress.
On the basis of closely following the Resolution and Action Program of the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, proactively and actively concretize them into programs and action plans of the Department; urgently and resolutely deploy political and professional tasks, build the unit to best and most effectively promote the pioneering role of foreign affairs in all 3 pillars: Party diplomacy, State diplomacy, and people's diplomacy.
The Department of Foreign Affairs needs to synchronously and effectively implement the "Strategy to enhance Ho Chi Minh City's foreign affairs to 2030, with a vision to 2045" in the new situation. Make the most of the framework of friendly and cooperative relations established between Ho Chi Minh City (after the merger) and 86 foreign localities.
In particular, the Department of Foreign Affairs needs to attach importance to expanding and deepening substantive cooperation with localities, especially countries with special relations, Comprehensive Strategic Partners, Strategic Partners, Comprehensive Partners, and traditional friends, putting efficiency and substantive criteria first with the spirit of " every meeting is an opportunity, every agreement is a result ".
Along with that, continue to give the highest priority to economic diplomacy. In the new era, economic diplomacy is the "priority of priorities". Promote the mobilization of external resources, especially international knowledge and experience, grasp and adapt to new trends of the world economy; expand and diversify capital, technology and export markets; improve the quality and effectiveness of cooperation, attract foreign investment. The Department must contribute to building Ho Chi Minh City not only to maintain its role as the economic locomotive of the whole country but also to strive to become an international financial center.
The Department needs to focus on investing in building a team of "both red and professional" foreign affairs officers not only for the City but also for the southern provinces and cities; at the same time, give high priority to training and fostering officers, especially young officers, to have a strong character, a spirit of innovation, creativity, proficiency in expertise, foreign languages and digital skills, and the ability to adapt and work in a globalized environment.
At the same time, the Department needs to promote comprehensive digital transformation, from building a database connecting Vietnamese enterprises with the network of consular representative agencies and international organizations in Ho Chi Minh City, to processing consular records, granting licenses online, and connecting directly with the Ministry's system.
In the new era, the Department of Foreign Affairs has not only contributed to the successful implementation of the tasks of the Ministry of Foreign Affairs, but also helped Ho Chi Minh City, with its potential, strengths and resources, to truly "take the lead" in implementing development and integration goals.
The Deputy Prime Minister and Minister of Foreign Affairs expressed his belief that, continuing the glorious 80-year tradition of the Ho Chi Minh-era diplomacy and the 50-year growth of the Ho Chi Minh City Department of Foreign Affairs, the City Department of Foreign Affairs will continue to write glorious pages of history, contributing to bringing the City named after Uncle Ho to international stature, and together with the entire nation, firmly entering a new era.
On this occasion, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, on behalf of the Party and State leaders, awarded the First Class Labor Medal to the Ho Chi Minh City Department of Foreign Affairs for its outstanding achievements in work from 2010 to 2024, contributing to the cause of building socialism and defending the Fatherland; presented flowers to express gratitude to former leaders of the Ho Chi Minh City Department of Foreign Affairs.
Leaders of the Ministry of Foreign Affairs awarded the Medal "For the Cause of Vietnamese Diplomacy" and Certificates of Merit from the Minister of Foreign Affairs to individuals with outstanding achievements in their work./.
