Issuing a Plan to implement special mechanisms and policies for investment in the Ninh Thuan Nuclear Power Project

The Government issued Resolution No. 249/NQ-CP dated August 22, 2025 promulgating the Plan to implement Resolution No. 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

The Government issued a Plan to implement the National Assembly's Resolution on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

The plan aims to fully, seriously and effectively institutionalize and deploy the mechanisms and policies stipulated in Resolution No. 189/2025/QH15; ensure compliance with the National Assembly 's instructions and requirements for the tasks assigned to the Government in Resolution No. 189/2025/QH15; concretize the policies and solutions approved by the National Assembly through legal documents guiding their implementation to have a full legal corridor, facilitate the implementation process, and mobilize resources to implement the project. At the same time, clearly define the authority, responsibility and progress of work implementation of ministries, branches and localities.

Promulgating the Master Plan for Nuclear Power Infrastructure Development in 2026

The Resolution sets out 10 specific groups of tasks for ministries, branches and localities to implement the project of building Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, specifically as follows:

Regarding the assignment of investors to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, the Ministry of Industry and Trade has presided over and coordinated with relevant ministries and branches to submit and issue a directive document of the Prime Minister in April 2025.

Regarding the signing of international treaties with partner countries to implement the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Projects, the Implementation Plan requires:

The Ministry of Industry and Trade presided over and coordinated with relevant ministries and agencies to submit to the Prime Minister a directive on agreeing to the policy of negotiating international treaties with partners as a basis for negotiating Agreements on implementing the Ninh Thuan 1 Nuclear Power Project in May 2025; striving to complete the Ninh Thuan 2 Nuclear Power Project in September 2025.

At the same time, the Ministry of Industry and Trade presides over and coordinates with relevant ministries and agencies, EVN, and PVN to organize negotiations to complete processes and procedures and conduct and sign international treaties with partners on investment cooperation in the construction of 2 projects; striving to complete in September 2025 for Ninh Thuan 1 Project and December 2025 for Ninh Thuan 2 Project.

In addition, the Ministry of Finance will preside over negotiations to complete processes and procedures and sign international treaties with partners on providing credit for the two projects; the target is to complete in September 2025 for Ninh Thuan 1 Project and in March 2026 for Ninh Thuan 2 Project.

Regarding the completion of nuclear power infrastructure according to IAEA guidelines, the Ministry of Science and Technology is assigned to preside over and coordinate with the International Atomic Energy Agency (IAEA) to complete the infrastructure assessment report of the IAEA Integrated Nuclear Infrastructure Assessment Team (INIR) in 2025. At the same time, preside over and coordinate with relevant ministries and branches to develop and submit for promulgation the Master Plan for the development of nuclear power infrastructure; study participation in necessary multilateral international treaties in the field of atomic energy. The target is to complete in 2026.

In addition, the Ministry of Science and Technology is also assigned to preside over the review and amendment of Decrees and Circulars related to the Law on Atomic Energy on nuclear power plants, which must be completed by 2025.

Establish an inter-sectoral working group to supervise the implementation of measures to prevent and combat corruption, waste and negativity.

Regarding project implementation, EVN and PVN will submit a dossier requesting approval of the adjustment of the project's investment policy to the competent authority for consideration and approval; striving to complete it during the National Assembly session in October and November 2025 (for Ninh Thuan 1 Project) and no later than May 2026 for Ninh Thuan 2 Project. After that, the State Appraisal Council (chaired by the Ministry of Finance) will appraise and submit to the Prime Minister for approval the investment project and the dossier for site approval in 2026. Relevant ministries, branches and agencies will appraise and approve the documents; carry out construction and put the project into operation according to the approved feasibility study.

The plan also assigned the People's Committee of Khanh Hoa province to make efforts to quickly implement resettlement and site clearance.

The Ministry of Science and Technology participates in implementing the Project on propaganda of policies and tasks of nuclear power development. This task will be deployed as required during the project implementation.

About Regarding human resource training, the Ministry of Education and Training is assigned to preside over the development and submission to the Prime Minister for approval of the Nuclear Power Human Resource Training Project, which will then be implemented immediately.

During the investment and construction process of the project, EVN, PVN and relevant agencies are responsible for managing the use of capital and resources to ensure savings, efficiency, prevention of corruption, waste, negativity, ensuring national defense, security, order, social safety, radiation safety and environment.

According to the Plan, the Interdisciplinary Working Group including representatives of ministries and agencies: National Defense, Public Security, Finance, Government Inspectorate, State Audit...) will be established in 2026. This working group is responsible for supervising the implementation of ensuring the work of preventing and combating corruption, waste and negativity during the implementation of the Projects.
