Ensuring aviation safety and security in Hai Phong

Hai Phong City People's Committee has just issued Plan 266/KH-UBND to strengthen measures to ensure aviation safety and security in the city.

The purpose of the plan is to ensure that the aviation safety and security management system operates effectively and efficiently, meets international standards and is in accordance with Vietnamese laws.

Accordingly, the City People's Committee assigned the City Police to preside over and coordinate with relevant departments, branches and units to synchronously deploy solutions to prevent, detect, combat, stop and effectively handle acts of illegal interference in civil aviation activities at Cat Bi International Airport. Focus on building and perfecting inter-sectoral coordination regulations; strengthen inspection and supervision of aviation security control activities; organize training and drills to respond to incidents, terrorism and sabotage.

Promote the application of high technology and artificial intelligence in security inspection; closely coordinate with functional agencies, military units, airports and airlines to ensure network security, information security and internal security. Continue to launch a movement for the entire people to protect national security, propagate to raise awareness and responsibility of officials, employees and people in complying with regulations on aviation security and safety, especially in the vicinity of Cat Bi International Airport.

The City Military Command strictly implements the direction of the Ministry of National Defense , the Military Region 3 Command and relevant units to synchronously deploy measures to manage airspace, manage obstacle heights, and ensure safety of civil aviation activities at Cat Bi International Airport.

Closely coordinate with competent authorities in collecting and updating data, establishing no-fly zones and flight restrictions for drones and ultralight aircraft. Strengthen inspection and supervision of compliance with regulations on altitude, aviation warnings and obstacle management in the vicinity of Cat Bi Port. Strengthen propaganda and guidance on the proper use of drones, proactively coordinate with competent authorities to ensure flight safety and aviation security in the city.

The Department of Construction advises the City People's Committee on planning, construction management and architecture in areas adjacent to Cat Bi International Airport, ensuring appropriate building height limits that do not affect flight operations. Organize appraisal, inspection and supervision of compliance with legal regulations on building height in areas adjacent to runways.

Representatives of the Northern Airport Authority in Cat Bi strengthen inspection, supervision, guidance on the development and implementation of measures to ensure aviation security and safety; closely coordinate with units, airlines, and service providers to improve the quality and efficiency of operations. Propose investment solutions, upgrade technical infrastructure, supplement human resources, improve monitoring capacity, and meet aviation safety requirements at Cat Bi Port according to regulations of the International Civil Aviation Organization (ICAO).

The Department of Culture, Sports and Tourism advises the City People's Committee on the appraisal and licensing of outdoor cultural and artistic activities in the area near Cat Bi International Airport. The Department recommends that units and organizations when organizing events, performances, light shows, laser lights or using flying devices for filming, advertising, etc. must strictly comply with regulations to ensure that they do not affect flight operations and aviation safety.

People's Committees of communes, wards and special zones shall step up propaganda and dissemination of laws on aviation safety and security to people, especially in the area around Cat Bi International Airport; deploy solutions to prevent the use of high-power light sources, kite flying, sky lanterns, drones... which pose a threat to flight safety.

Cat Bi Air Traffic Control Station strictly controls flight operations, ensuring absolute safety for flights; coordinates with the airport to review and evaluate aircraft operation plans and technical equipment systems; proactively responds to weather risks and flying objects, ensuring safe and continuous flight operations.

Cat Bi International Airport is responsible for strictly implementing regulations on aviation safety and security; investing in the application of science and technology, improving risk management capacity, monitoring and evaluating specialized information systems, infrastructure and flight operations; promptly detecting and handling potential risks to aviation safety and security.

Airlines operating at Cat Bi strictly implement safety procedures and standards, strengthen internal inspection and supervision, and improve service quality and passenger service culture.

The City People's Committee requests heads of departments, branches, sectors, chairmen of People's Committees of communes, wards, special zones and aviation enterprises to seriously organize and implement this plan to ensure efficiency, safety, compliance with regulations, contributing to maintaining a safe, modern and civilized aviation environment in Hai Phong city.
